About this file
This file is a comprehensive Specifications and Construction Documents package for the repair and restoration of two tip-up aircraft hangar doors at Building 1340, Eielson Air Force Base, Alaska. The project, numbered FTQW235100, involves replacement of mechanical operating systems, counterweight systems, door insulation and cladding, and installation of heated hangar door thresholds. The contract is solicited under NAICS code 238290 (Special Trade Contractors) with a Small Business Size Standard of $22 million, and the estimated contract value ranges between $1,000,000 and $5,000,000. Electronic bids are due by 21 May 2026 at 02:00 PM AKDT, with a mandatory site visit scheduled for 29 April 2026 at 10:00 AM AKDT at Building 1340. Questions must be submitted by 01 May 2026 at 2:00 PM AKDT and will be answered via solicitation amendments posted to SAM.gov.
The specifications establish comprehensive requirements across 32 technical sections covering general requirements (administration, safety, quality control, environmental controls), existing conditions assessment, concrete work, thermal and moisture protection, openings (doors and hardware), finishes, HVAC systems, electrical distribution, earthwork, and exterior improvements including airfield pavement. Critical administrative requirements include submission of preconstruction submittals within 30 days of award, development of a Quality Control Plan with three-phase control implementation, Contractor Quality Control (CQC) reports, and a project schedule using Critical Path Method. Safety requirements mandate designation of a Level One Site Safety and Health Officer, completion of an Accident Prevention Plan, and Activity Hazard Analyses. Environmental compliance requires an Environmental Protection Plan, hazardous waste management procedures, stormwater controls, and a 60 percent minimum construction waste diversion requirement. The Hazardous Materials Assessment included in the specifications found no asbestos-containing materials, lead-based paint, or PCBs in materials affected by project work, though low levels of lead were detected on metal components. Performance bonds and payment bonds are required per FAR 28.102, and all work must comply with federal, state, and local environmental regulations, OSHA requirements, and Air Force regulations.
