Submitting questions received by April 30th 0900:
Question 1 : I just needed to clarify some scope regarding the reinstallation of fire alarm equipment. Per E200, flame detectors which were removed and reinstalled shall be tested in accordance with UFC 4-211-01. The initial test of these devices was performed with a 2x2 ft flame pan tester which the system device manufacturer would ship up for the commissioning of the system. Please confirm if this will be required, or if an alternative test may be acceptable. Per E100, IDS devices and interlocks are going to be demoed, reinstalled, and tested by government security personnel. Please confirm this is out of scope for the contractor.
Answer 1 : The initial test will be performed as stated, and in accordance with the UFC, specs, and manufacturers’ recommendations. Once that test is complete the Government alarm shop in coordination with Eielson Fire will test the system to ensure it works for the base system.
Question 2 : There are multiple references in 01 00 00 General Requirements to Commissioning, Commissioning Plan, and Commissioning Authority. However, there is no specification addressing commissioning. Will commissioning be required for this project?
If yes, then what systems would be commissioned?
Answer 2 : No third party commissioning is desired or expected. Technical specifications for hangar door operating system and the snow melt system contain performance verification requirements. With regard to 01 10 00 activity names for commissioning items, the contractor shall include activities in their schedule that follow along with requirements in the technical specifications for system start up, testing, performance verification, etc...
Question 3 :
Reference sheet M110:
• Detail D1 shows 5/8” radiant tubing.
• Detail D7 shows 1” radiant tubing.

Answer 3 : 5/8” radiant tubing is the correct minimum size. Revised M110 drawing provided for reference.
Question 4 :
Reference sheet M110, Detail D1, Radiant Heating Manifold:
• The detail shows that each high temperature service is to be balanced to 12 gpm.
• The detail shows that each radiant circuit is to be balanced to 12 gpm with 5/8” radiant tubing.
• The Circulating Pump Schedule on sheet M001 shows a capacity of 15 gpm @ 36’ head for each circulator CP-1A, CP-1B, CP-2A, CP-2B.
• The Snowmelt Manifold Schedule on sheet M001 shows a capacity of 12 gpm for each manifold; each manifold has 8 circuits for a circuit flow of 1.5 gpm.
• It appears that the Snowmelt Manifold Schedule is correct (or nearly so), such that each radiant circuit should be balanced to 1.5 gpm (12 gpm/8 circuits) or 1.9 gpm (15 gpm/8 circuits).
Answer 4 : Snowmelt manifold is the correct performance requirements with the 12 GPM.
Revised M110 drawing provided for reference.
Question 5 : Is “Contractor Parking” to be considered the Contractor’s fenced laydown yard?

Question 6 : On the east side of B1340, paralleling Cargain Rd, a buried utilidor exists. Drawing C003 shows a temporary construction boundary fence installed between the utilidor and Cargain Rd. What buried utilities exist where the temporary fence is installed (if driven is required)?
Answer 6 : Reach out to shop
Question 7 : If the Contractor has a fenced laydown yard at an alternate location, would temporary fencing be required at the parking lot?
Answer 7 : Yes. If the facility is being closed for construction then we would like the entire area to be closed off so there are no issues with personal vehicles, and no issues between the construction crew and occupants of nearby facilities.
Question 8 : Sht C700, Detail C1 shows a 21” O.C. spacing of dowels. Detail C5 shows #6 dowels to be 36” long with 18” embedment into existing slab. The note under Detail C1 states, “Dowels shall not be placed closer than .6 times the dowel bar length . . .” Given this information, .6 x 36 = 21.6”. Is the spacing on Detail C1 to be 22” O.C., minimum?
Answer 8 : 22" on center bar spacing is acceptable. Note on redline drawings for incorporation into record documents.
Question 9 : Sht C600 states, “Geotextile Separator to Match Existing.” Does this mean in context of depth or manufacturer/type?
Answer 9 : The Geotextile Separator needs to match the existing depth and type. Suitable substitutes to the manufacturer will be submitted to the CE PM for review and approval.
Question 10 : Sht C600 shows rebar hook embeds at 20” O.C. doweled into existing foundation wall. What is dept of embedment?
