About this file
This is a Project Manual containing technical specifications and administrative procedures for the Inscription House Apartments Phase 4 construction project located at Indian Route 6290, Tonalea, Arizona 86044. The document establishes comprehensive guidelines for managing the 19-unit apartment building construction, with a contract magnitude between $5,000,000 and $10,000,000 on a firm-fixed-price basis with a 365-calendar-day performance period under Indian Health Service, Department of Health and Human Services.
The specifications encompass all major construction disciplines including concrete, masonry, metals, wood construction, thermal and moisture protection, openings, finishes, equipment, furnishings, fire suppression, plumbing, HVAC, electrical systems, communications, electronic safety and security, earthwork, exterior improvements, and utilities. Key administrative procedures address substitution requests, contract modifications, payment applications using AIA forms, project management and coordination, construction scheduling, photographic documentation including digital images and webcam monitoring, submittal requirements with 15-calendar-day review periods, and quality assurance and control standards. The document requires contractors to maintain detailed schedules with activities no longer than 10 working days, prepare coordination drawings addressing architectural, structural, mechanical, and electrical integration, submit applications for payment with waivers of mechanic's liens, conduct preconstruction and progress meetings, and provide comprehensive documentation of concealed work and construction progress. Submittal procedures mandate use of web-based project management software, coordination with subcontractors and suppliers, and compliance with AIA document standards for processing changes, payment requests, and project closeout activities.
