About this file

This is a Phase 4 Construction Documents (Final CD) submittal for the iHouse 19-Unit Apartment Building project located in Shonto, Arizona (also referenced as Tonalea), north of the Inscription House Health Clinic. The project adapts a previously designed 19-unit apartment building originally from Kayenta to the new site using design-bid-build delivery. The building comprises eight one-bedroom units, eight efficiency/studio units, two two-bedroom units, and one ADA-accessible one-bedroom unit totaling 19,130 square feet. Construction is estimated between $5 million and $10 million with a 365-calendar-day completion timeline under firm-fixed-price contract terms. The Indian Health Service (IHS) Navajo Area Office is the contracting agency, with Jong Kim as Contracting Officer and Antoine Panther as Contracting Officer's Representative.

The design incorporates colors and textures reflecting Navajo culture with exterior stucco finishes in Buff color and Forest Green metal roofing. Interior finishes include luxury vinyl plank flooring, gypsum board walls with orange peel texture and accent colors, and standard residential appliances. The structural system uses wood framing with wood structural panels for lateral load resistance and a combined post-tensioned and stem wall foundation. Mechanical systems include high-efficiency split heat pump systems (minimum 19.5 SEER2 for 3-ton units), electric water heaters, and sprinkler protection throughout all residences. Civil work includes grading, water and sewer line extensions (270 linear feet of new sewer main and 8-inch water main assumption), stormwater management with culverts and riser inlets, and parking/RV area improvements. Electrical design provides dual metered service entrances, LED lighting throughout, GFCI receptacles, fire alarm system with addressable components, and a solar PV parking canopy designed to provide 15 percent of annual electrical demand (42.745 kW system producing 77,490 kWh annually). The project targets 30 percent better energy efficiency than ASHRAE 90.1-2016, includes renewable energy feasibility studies, water conservation measures with low-flow fixtures, and comprehensive sustainability compliance per guiding principles addressing integrated assessment, energy optimization, water conservation, indoor environmental quality, and climate resilience considerations.
