The General Contractor must furnish all personnel, materials, services, and facilities necessary to construct the apartment building based on an existing design adapted to the new site location at 516 E Indian Rte 6290, Tonalea, AZ 86044. The contract period of performance is 365 days, with standard work hours from 8:00 AM to 4:30 PM, Monday through Friday, though work outside these hours may be authorized by the Contracting Officer to minimize disruptions to patient care services at additional approved costs.
The contractor must coordinate extensively with facility occupants who will remain on-site throughout construction, maintaining access to existing walkways and corridors while providing 72-hour advance notice of activities affecting operations. Utility interruptions and disruptive operations (noise, vibration, odors) require two days' advance notice and written Contracting Officer (COR) permission. Key restrictions include prohibitions on smoking and controlled substances at the site, with all construction debris disposed at EPA-approved off-site facilities. Deliverables include a complete project schedule prior to Notice to Proceed, shop drawings, product data, inspection reports, mock-ups, and operation and maintenance manuals. Upon completion, the contractor must provide training to Government staff on mechanical, electrical, and plumbing systems; two copies of O&M manuals with parts lists and warranty information; two hard copy printouts and one CD of as-built drawings in AutoCAD format; and scanned PDF documentation of design analysis, catalog cuts, and certification documents.
