About this file

This document includes a marking plan and branding implementation plan as an attachment to a federal solicitation requesting proposals for dioxin remediation services at Bien Hoa Airbase in Vietnam.

The solicitation is issued by USAID/Vietnam seeking proposals for a firm-fixed-price contract between $50-80 million for a period of approximately 5 years. Prime offerors must be registered under NAICS code 562910 for remediation services with a business size of $22 million and be eligible under geographic code 937. A virtual pre-proposal conference will be held the week of July 19, 2021 with questions due by July 12, 2021 and proposals due August 19, 2021.

The marking plan specifies how external communications, commodities and program materials under the contract will be marked to promote that assistance is from the American people. The branding implementation plan outlines communication tools, key events and milestones that may be used by the contractor to generate awareness of American support for the remediation, all requiring USAID approval.

ATTACHMENT J.11 MARKING PLAN AND BRANDING IMPLEMENTATION PLAN

MARKING PLAN

The Marking Plan specifies the types of external communications, commodities, and program materials that will be marked with the USAID Identity. The Contractor must ensure compliance with USAID’s policy that programs, projects, activities, communication, and commodities implemented or delivered under contracts funded by USAID are marked exclusively with the USAID Identity according to ADS 320.3.2.

MARKING GUIDELINES:

The Contractor must mark all deliverables with the USAID Identity in accordance with design guidance for color, type, and layout in the USAID Graphic Standards Manual. The USAID Identity will not be used on internal communications strictly administrative in nature such as correspondence with the government concerning compliance with local laws, hiring or firing of staff, or renting office space.

The following commodities, activities, documents, communication tools, publications, and events must receive appropriate marking.

COMMODITIES AND EQUIPMENT MARKING: Any commodities or equipment provided through this contract and funded by USAID will prominently display the USAID Identity.

PROGRAM, PROJECT, AND ACTIVITY MARKING: Project activity sites must prominently display the USAID Identity. Temporary signs must be erected early in the construction phase.

PUBLIC PRINT COMMUNICATIONS MARKING: External communications financed by USAID that are print products must prominently display the USAID identity. All external communication materials will be sent to the COR and DOC team for concurrence, including but not limited to press releases and media advisories, project office sign(s), and any publicly released deliverables.

PUBLIC MULTIMEDIA COMMUNICATIONS MARKING: Similar to printed materials, all public communications that are audio, visual, or electronic must prominently display the USAID Identity.

CONTENT PROVISION AND RIGHT OF REVIEW: Project studies, reports, publications, websites, and all informational and promotional products prepared by the Contractor and not authored, reviewed, or edited by USAID will contain a provision substantially as follows:

This [specify: project/report/document/equipment] was made possible by the support of the American people through the United States Agency for International Development (USAID). The contents of this [specify] are the sole responsibility of the contractor [specify] and do not necessarily reflect the views of USAID or the United States Government.

USAID reserves the right to request preproduction review of public communications and program materials for compliance with USAID graphic standards.

WAIVERS TO CONTRACT MARKING REQUIREMENTS: The USAID Principal Officer has the authority to waive, in whole or in part, USAID marking requirements. The Principal Officer may only exercise this authority if he/she determines that USAID-required markings would pose compelling political, safety, or security concerns or that marking has had or will have an adverse reaction in the cooperating country. A waiver decision may constitute a change to the contract terms and conditions, and only the CO has the authority to issue a change order to the contract.

The Contractor may request waiver to these marking requirements in whole or in part, through the CO, with the COR then assisting in processing a waiver request to the cognizant USAID/Vietnam representative. No marking is required while a waiver determination is pending. For this reason, the CO and COR must ensure that waiver requests reach USAID/Vietnam as soon as practicable, and the CO must inform us of the waiver decision in an equally timely manner. Approved waivers “flow down” to subcontractors, unless specified otherwise.

USAID/Vietnam may also authorize the removal of USAID markings already affixed if circumstances warrant.

USAID/Vietnam will be responsible for notifying the Contractor if USAID markers must be removed.

BRANDING IMPLEMENTATION PLAN

The Contractor must implement communications on the activity according to the following Branding Implementation Plan to promote the Project to beneficiaries and host-country citizens according to ADS 320.3.2.2.

COMMUNICATION TOOLS

Any communication tools used to publicize remediation activities will comply with USAID Graphics Standards Manual and aid USAID in delivering the message that the assistance is from the American people. The Contractor must only release communication tools as specified below after they have been approved by the USAID COR and the USAID/Vietnam Development Outreach and Communications (DOC) team. Requirements for specific communication tools include:

■ Media Outreach. Any outreach must be approved by and coordinated with the USAID COR and DOC team in advance to achieve a desired level of visibility.

■ Messaging. All printed and electronic publications, deliverables, and signage must display the USAID Identity graphic and comply with the requirements of the USAID Graphic Standards Manual. These materials must incorporate the main message with the acknowledgments that the remediation is made possible with the support of the American people.

■ Email Outreach. As needed and as guided by the USAID COR in consultation with the DOC team, the

Contractor may send relevant e-invitations or other emails to group lists, blast emails, or other internet activities.

■ Progress Updates. As needed and with advance COR approval in consultation with the DOC team, the

Contractor may issue project progress updates, either verbal or written, to beneficiaries and host-country counterpart highlighting recent remediation activities and/or promote upcoming events.

KEY EVENTS AND MILESTONES

With advance approval of the COR and the DOC team, the Contractor may use key milestones and opportunities as specified below to generate awareness that support for the remediation is provided by the American people. All materials created for these events must likewise include similar statements. Examples of events and milestones the Contractor may use to promote awareness include the following:

■ Launching the Remediation. The Contractor may facilitate a kickoff meeting to promote the initiation of treatment operations activities. This kickoff meeting would serve as an opportunity to explain the background of the treatment operations, discuss related activities that have been conducted to date, lay out the goals and objectives of the treatment operations, and relay the message that the assistance is from the American People.

■ Publicizing Lessons Learned. At the conclusion or at key milestones of the contract and upon USAID approval, the Contractor may publicize lessons learned on implementation, including organizational, technical, and social lessons.

■ Publishing Reports or Studies. The Contractor may prepare reports of work performed. These may measure progress towards the overall goal of the activity, announce important findings, promote final or interim reports, or provide other important remediation information and results.

■ Advertising Success. As the activity progresses, the Contractor may plan public events and meetings to discuss results and findings. For all such events, the Contractor must coordinate with the COR and the DOC team and will follow relevant guidance on media interactions.
