SECTION C - STATEMENT OF WORK

C.1 TITLE

The title of the contract is “USAID Treatment for Dioxin Remediation at Bien Hoa Airbase Area – Phase I” or “Treatment - Phase I.” The abbreviation is only authorized for internal use and is not the official branding/marking of the Contract.

C.2 INTRODUCTION

The Dioxin Remediation at Bien Hoa Airbase Area Project (the Project) is one of the highest priority United States Government (USG) activities in Vietnam. This contract, Treatment - Phase I, will support the Project through provision of services as described below.

C.3 BACKGROUND

In 2016, USAID collaborated with the Government of Vietnam (GVN) to prepare a report titled "Environmental Assessment of Dioxin Contamination at Bien Hoa Airbase" (EA). Then, in a Memorandum of Intent (MOI) signed on January 23, 2018, USAID and the Vietnam Military Science Department confirmed “their mutual desire to cooperate on efforts to remediate dioxin contamination at the Bien Hoa Airbase area, Vietnam.” The EA is included as Attachment J.1.

This MOI helped launch preparation of a Masterplan for the Dioxin Remediation at Bien Hoa Airbase Area Project.

Finalized in December 2020, the Masterplan presents a comprehensive 10-year plan to remediate dioxin at the Bien Hoa Airbase area, using an approach that generally follows the remediation Alternative 4 described in the 2016 Environment Assessment. The electronic version of the Masterplan is published on the Development Experience Clearinghouse - USAID at https://pdf.usaid.gov/pdf_docs/PA00XF4J.pdf. The Masterplan divides Project activities into two five-year phases. Project Phase I activities include:

● Architect-Engineer Services contract (A&E Contractor) providing civil works design and construction oversight services (Awarded);

● Construction contracts for interim measures (Contracts Awarded) and civil works (Separate Contract in planning phase); and,

● Treatment - Phase I (This Contract).

C.4 OBJECTIVES

The objectives of the Treatment - Phase I Contract are:

● Design and build a treatment facility using thermal conductive heating (TCH) technology;

● Operate the treatment facility to reduce dioxin in 111,170 cubic meters (in original excavated bank volume) of stockpiled Airbase area soil and sediment with high dioxin concentrations equal to or greater than the treatment action level of 1,200 parts per trillion (ppt) toxic equivalency (TEQ) to a concentration below the project treatment threshold of 100 ppt TEQ; and,

● Ensure that treated soil and sediment can be used by USAID as a beneficial fill on the Airbase in formerly contaminated areas by not significantly altering any existing amounts of inorganic arsenic.

C.5 STATEMENT OF WORK

Treatment - Phase I is structured as a design-build-operate activity and requires iterative implementation in a highly collaborative manner with USAID and their GVN Project partners. Working closely with USAID and representatives of the GVN and the A&E Contractor, the Treatment - Phase I Contractor (the Contractor) must prepare designs and obtain all approvals of the designed treatment system. Following approval, the Contractor must construct and operate the treatment system to achieve the activity objectives.

● Mass Balance Plan - The Contractor must develop a Mass Balance Plan with comprehensive, detailed sampling, calculation forms, and accompanying narrative that can document the fate of dioxin removed during treatment from contaminated soil and sediment with an emphasis on quantifying what is destroyed versus removed during the TCH treatment process and then in any secondary waste treatment. The Plan must include collection of sufficient data over time to document the amounts of each input and output along with the dioxin concentrations (total TEQ and 2,3,7,8-tetrachlorinated dibenzo-p-dioxin [TCDD] TEQ) to calculate the masses removed and destroyed within the treatment process and during secondary treatment of wastes. Pre- and post-treatment concentrations in soil/sediment must be determined with 30-point multi-incremental sampling (MIS). The calculation of dioxin/furan mass in the discharge from the wastewater/vapor treatment systems will require periodic sampling of the treated wastewater/vapor effluent and measurement of the volume of water/vapor discharged. The Plan must include calculation of removal or destruction efficiency calculations for vapor/wastewater abatement. The Plan must also include sampling of pre-treatment soil, wastewater discharge, and vapor exhaust for volatile organic compounds (VOCs) and semi-volatile organic compounds (SVOCs) as appropriate qualitatively characterize dioxin decomposition products. The Plan must be sufficient to characterize the fate of treated dioxin throughout treatment operations.

● Decontamination and Demobilization Plan – The Contractor must prepare a two-stage Decontamination and Demobilization Plan detailing the demobilization of personnel, equipment, and materials used during construction and operation stages. The Decontamination and Demobilization Plan must particularly describe how equipment which are in direct contact and/or are exposed to dioxin and/or other contaminants will be decontaminated, the decontamination criteria, the property disposition plan, the phase-out of Contractor operations, and the timetable for completing all required actions in the Decontamination and Demobilization Plan. The operation stage demobilization plan must include preparation of identified treatment plant element(s) (Section C.5.1.3 – Treatment System Design) for temporary on-site storage and transfer to USAID or its designee at the end of operations.

C.5.1.3.3 SITE PREPARATION AND LAYOUT

Unexploded ordnance (UXO) clearance of the site will be conducted by the Ministry of National Defence (MND).

Topographic survey will be conducted by the A&E Contractor and provided to the Treatment - Phase I Contractor prior to the Notice to Proceed (NTP) for CLIN 1. The Contractor may perform soil investigations and additional surveys required to support the design. Prior to performing investigations and/or surveys, the Contractor must prepare a plan and submit for USAID approval.

In accordance with approved Activity-Level EMMP and guided by the preliminary site layout shown in Figure 4, the Contractor must design a detailed site layout of the work identifying locations of trailer/office laydown areas and equipment storage, planned erosion and recontamination control measures, air and water quality monitoring stations, site fencing, guard shacks, and other security improvements, electrical, water supply, internet, phone, and sanitary facilities, TMSA footprint, treatment plant footprint(s), and any proposed temporary access roads. The design must include site clearing, any required demolition, drainage, and leveling needed for the treatment plant and associated infrastructure, the site office and any access routes required between components of the site, the treatment facility, (Revised No. 1) RFP No. 72044021R00002 for USAID Treatment – Phase 1 for Dioxin Remediation at Bien Hoa Airbase Area and the PTSA and the TMSA. The Civil Works – Phase 1 Contractor will construct the site fencing and guard shacks.

The A&E Contractor is responsible for providing security staff through an agreement with the Airbase Command (Regiment 935).

Hauling/access routes to and from the site are indicated in Figure 4. Another USAID contractor is responsible for roadwork and drainage rehabilitation, replacement, and maintenance to, from, and around the site.

The design must preserve existing concrete and asphalt paving in the Treatment - Phase I work area and include measures to prevent dioxin contamination of underlying soil and paving from treatment activities. The Treatment - Phase I Contractor must incorporate in their design the installation of HDPE liner over existing asphalt or concrete surfaces at highest risk for contamination. Consideration must be given to preventing the spread of contamination with design of structure foundations.

FIGURE 4 GENERAL LAYOUT OF THE TCH TREATMENT PLAN

C.5.1.3.4 SOIL AND SEDIMENT FOR TREATMENT

Under separate contracts, other USAID contractors will excavate unconsolidated soil and sediment for treatment by the Contractor during the Contract period of performance. Per the Masterplan, most of the material is soil rather than sediment. USAID contractors (not this Contract) will ensure that excavated soil is dewatered to a moisture content of not more than 20 percent (dry-weight basis), by mass, and excavated sediment to less than 43 percent (dry-weight basis), by mass, before another USAID contractor loads this material into the PTSA. While the PTSA will be designed and constructed by other USAID contractors (see preliminary layout in Attachment J.4), the Contractor’s design must describe how they will transport contaminated material from the PTSA for treatment, including drawings of any proposed civil works to facilitate removal.

(Revised No. 1) RFP No. 72044021R00002 for USAID Treatment – Phase 1 for Dioxin Remediation at Bien Hoa Airbase Area

Dioxin concentrations for the treatment material can vary from 1,200 ppt TEQ to greater than 11,400 ppt TEQ.

Approximately half the material has concentrations less than 2,500 ppt TEQ. Approximately 20 percent has concentrations between 2,500 and 5,000 ppt TEQ, less than 20 percent between 5,000 and 10,000 ppt TEQ, and the remainder, approximately 10 percent, is greater than 10,000 ppt TEQ. All of the material greater than 5,000 ppt is from

PI-02.

In 2020, the A&E Contractor collected two soil samples from PI-02 and employed KEMRON Environmental Services to perform a thermal treatability study. This study is included in Attachment J.5.

Bank volume treatment quantities for the Contract are shown in Table 1. All material for treatment will be placed in the PTSA by another USAID contractor.

C.5.1.3.5 MATERIAL STORAGE AREAS

Another USAID contractor will be responsible for maintenance and construction of the PTSA, and for the repair, as needed, of the main site access road(s) to and from the PTSA and the TMSA. The same contractor will be responsible for transport of pre-treated soil/sediment to the PTSA.

The Contractor (Treatment-Phase I Contractor) will be responsible for the design, construction, and maintenance (throughout the Contract) of the TMSA, and for the construction and maintenance of any temporary access roads as required between the TCH treatment facility and the PTSA/TMSA. The location of the TMSA must be as indicated above for the site layout and must be designed to accommodate all soil and sediment following treatment, understanding that another USAID contractor will transport the treated material from the TMSA for reuse. The TMSA must have a minimum storage capacity of 79,300 cubic meters. The height cannot exceed ten (10) meters above current elevation.

The TMSA design must include measures to ensure erosion protection at all times (e.g., during periods of active hauling of material from the treatment facility or during any extended pauses in hauling). The design must also protect from comingling of stored material with native soil especially when the stored material is ultimately removed. The TMSA must be designed for positive drainage under full, partially full, and empty conditions. The Contractor must provide outfall details of TMSA drainage for coordination with the perimeter site drainage system design by the A&E Contractor. See Attachment J.6 for a preliminary drainage plan prepared by the A&E Contractor.

C.5.1.3.6 TREATMENT SYSTEM DESIGN

The Contractor must design a complete package for TCH treatment of the above-described contaminated soils and sediments within the period of performance of this contract and in compliance with all standards referenced above.

The design must include a step-by-step plan, including drawings, design basis, calculations, construction specifications, process flow diagrams, piping and instrumentation diagrams, and schedule for implementing the treatment of soils and sediment.

Major design elements must include, but are not limited to, drawings and descriptions of:

(Revised No. 1) RFP No. 72044021R00002 for USAID Treatment – Phase 1 for Dioxin Remediation at Bien Hoa Airbase Area

● TCH treatment process,

● Secondary waste treatment plant – vapor treatment system,

● Secondary waste treatment plant – wastewater treatment system,

● TMSA, and

● Site office.

The TCH treatment process must be capable of treating required annual volume and total contract volume, indicated in Table 1 above, of soil/sediment impacted by dioxins at concentrations at or above the treatment action level. The vapor and wastewater treatment systems design must ensure that all discharges will meet the approved Activity-Level EMMP requirements prior to being discharged into the environment.

USAID requires that the vapor treatment system include use of a thermal oxidizer as a primary element. The thermal oxidizer must be sized to treat the vapors resulting from the soil/sediment treatment volumes indicated in Table 1. At the end of the Treatment - Phase I Contract, the Contractor must work with the supplier of the thermal oxidizer to perform the required maintenance and provide warranty for a minimum of 10 years of operation beyond the period of performance. This will require temporary on-site storage, including utility disconnection. Preparation of equipment for temporary storage and future operation under separate contract. The thermal oxidizer must be transferred to USAID or its designee at the end of the operations stage.

The Contractor must also prepare technical/construction specifications for the treatment plant and all associated work.

The Contractor must use Construction Specification Institute (CSI) MasterFormat and divisions as appropriate in submission of all designs including, but not limited to, each of the elements described above.

C.5.1.3.7 SITE RESTORATION

The Contractor must design site restoration of work areas consistent with current land use, including replacing utilities temporarily removed or bypassed to complete the work and replacing hardscape elements such as roadways, fences, walls, and sidewalks. The design must include utilization of clean backfill, grading, stormwater controls, and vegetation as needed to provide stable grades, promote site drainage, and prevent erosion.

C.5.1.3.8 TEMPORARY CIVIL WORKS

The Contractor must prepare designs for any temporary roads or other civil works deemed necessary to complete the requirements of the Contract. Designed temporary civil works must include erosion controls and stormwater pollution prevention measures for this Activity’s construction and operation stages based on the approved Activity-Level

EMMP.

C.5.1.3.9 WATER AND POWER REQUIREMENTS

USAID anticipates that the Contractor-designed treatment plant construction and operation will require both water and power inputs to accomplish activity objectives. GVN is planning to install a 400 cubic meter per day piped water source and four transformers with capacity of 3200 kvA-22/0.4 kV per each in the area identified as “Substation and Water Supply” in the preliminary site layout for use by the Contractor. The A&E Contractor will measure water pressure and water quality following GVN provision of the water source and provide the results to the Contractor at the CLIN 1 NTP. The Contractor’s designs must include details on Contractor-implemented utility connections to these sources. GVN will only provide access to these two utility sources for the Contractor. If additional utilities are required, the Contractor must design and provide those inputs.

The Contractor design must provide calculations of power and water requirements for both the construction and operation stages highlighting any anticipated requirements that would exceed the capacity of the planned GVN on-base utility sources.

C.5.1.3.10 SUPPLEMENTAL FUEL

The Contractor is to provide calculation and justification of supplemental fuel source requirements for equipment such as the thermal oxidizer, if needed.

(Revised No. 1) RFP No. 72044021R00002 for USAID Treatment – Phase 1 for Dioxin Remediation at Bien Hoa Airbase Area

C.5.1.3.11 TREATED WATER DISCHARGE REQUIREMENTS

The treated water discharge quantity from the wastewater and vapor treatment systems will vary based on multiple factors: percent water content in soil and sediment; quantity of soil or sediment being treated per batch; and the total duration of the batch treatment for heating and total boil-off. It is typical that lower treatment time will result in higher daily discharge volumes and vice-versa. The perimeter drainage channel preliminary design assumed a maximum allowed treatment discharge of 1,500 cubic meter/day. The Contractor must submit the estimated discharge flow rate and the outfall details for coordination with the perimeter site drainage system design by the A&E Contractor (see Figure 5). If the Contractor’s design discharge flow exceeds 1,500 cubic meter/day, the Contractor may be required to incorporate measures such as adjusting treatment duration or storage of excess water to decrease the treated discharge flow.

C.5.1.5 Existing Conditions

The EA and Masterplan provide a comprehensive overview of the existing conditions in the Airbase Area.

The Treatment - Phase I work area is in the airbase ZT area (approx. 69.3 Ha), located north of the Project Decision Unit ZI. This area was a former taxiway for transportation of herbicide, aircraft loading/unloading, and for moving equipment during the war. Dioxin concentrations in underlying ZT area soils are below the GVN-approved dioxin limits, except for one sub-decision unit, ZT-02B (3,440 ppt) which is outside of the Treatment - Phase I work area.

The work area designated in the preliminary site layout for the treatment plant, utilities, and site office(s) is primarily open with concrete and asphalt paved surfaces and unpaved vegetated areas. This area (identified in Figure 6) totals 65,130 m2, with 5,200 m2 of concrete, 31,600 m2 of asphalt, and 35,205 m2 of unpaved area. Asphalt thickness is approximately 8 cm. Concrete thickness is approximately 15 – 30 cm.

Most of the Airbase area is underlain by a 22 to 25-meter-thick Pleistocene sedimentary complex, consisting of clay, loam, and mixed sand and clay. Physical characteristics of soils throughout the Airbase are provided in Table 2.

Sampling was not performed at the treatment area (ZT); however, the ZI area results are adjacent to the ZT area.
