About this file
This request for proposals solicits design and construction services for a treatment facility to remediate dioxin contamination at Bien Hoa Airbase in Vietnam. The solicitation seeks proposals for a firm-fixed-price contract between $50-80 million with a period of performance of approximately five years. Key requirements include designing, building, operating, and maintaining a thermal conductive heating treatment system to remediate 111,170 cubic meters of contaminated soil and sediment. Proposals are due by September 9, 2021. Evaluation criteria prioritize technical understanding and approach, qualifications, management and staffing plan, and past performance. The pre-proposal conference slides provide additional details on project objectives, treatment technology requirements, coordination with civil works contractors, eligibility requirements, and evaluation methodology.

BACKGROUND
● The December 2020 Masterplan presents a comprehensive 10-year plan to remediate dioxin at the BienHoa Airbase area, using an approach that generally follows the remediation Alternative 4 described in the 2016 Environment Assessment.
● The Masterplan divides Project activities into two five-year phases.
PROJECT PHASE I ACTIVITIES
● Architect-Engineer Services contract (A&E Contractor) providing civil works design and construction oversight services (Trigon Associates);
● Construction contracts for interim measures - IM1 (Tetra Tech, Inc.)
and IM2 (VINA E&C);
● Civil Works (Under planning/design);
● Treatment - Phase I (This Contract).
PROJECT AND ACTIVITY OVERVIEW
• Design and build a treatment facility using thermal conductive heating (TCH) technology;
• Operate the treatment facility to reduce dioxin in 111,170 cubic meters (in original excavated bank volume) of stockpiled Airbase area soil and sediment with high dioxin concentrations equal to or greater than the treatment action level of 1,200 parts per trillion (ppt) toxic equivalency (TEQ) to a concentration below the project treatment threshold of 100 ppt TEQ; and,
• Ensure that treated soil and sediment can be used by USAID as a beneficial fill on the Airbase in formerly contaminated areas by not significantly altering any existing amounts of inorganic arsenic.
OBJECTIVES
Thermal Conductive Heating (TCH) is the only acceptable treatment technology.
TCH can be configured in many different ways including:
● Ex situ or in situ applications;
● Large constructed ex situ pile(s) or smaller container;
● Standard vapor extraction or higher vacuum;
● High-temperature in-pile destruction or lower-temperature desorption, followed by off-gas treatment;
● Vapor treatment via thermal oxidizer or granular activated carbon;
● Various primary power sources, including fuel or electric;
● Various leachate/condensate treatment options.
TREATMENT TECHNOLOGY
KEY REQUIREMENTS
At the time of proposal submission:
Prime Contractor or Subcontractor(s) handling contaminated materials, i.e., contaminated soil and sediment prior to treatment must have a Hazardous Waste Disposal License (Giấy Phép Xử Lý Chất Thải Nguy Hại) issued by the Vietnam Ministry of Natural Resources and Environment (MONRE).
Following the Contract Award, the Contractor must apply for and obtain:
A Construction Operation Capability Certificate (in construction implementation and construction design at any grade, refer to Article 1, Sub-article 32 of Decree 100/2018/ND-CP) ; OR
A Construction Operations License for Foreign Contractors (refer to Article 70 of Decree 59/2015/ND-CP and Article 1, Sub-article 38 of Decree 100/2018/ND-
CP).
Prior to intrusive activities, screen dioxin blood baseline of the staff.
• Required time period for GVN design review and approval: 3 months for the 60% design and 2 months for the 100% design.
• Workshops with GVN must be held after the 30%, 60% and 90% design submittal.
• All submitted designs must be stamped by both a professional engineer licensed in Vietnam and one licensed in one of the US States.
Alternatively, the Designer of Record may have their U.S. license converted to a Vietnamese practice certificate by the Vietnamese Ministry of Construction.
• USAID and the A&E Contractor will lead interaction with GVN on design approval.
• The Contractor must address approval issues through participation in workshops and meetings, preparation and/or review of technical documents, and provision of other technical inputs as required.
GVN DESIGN REVIEW AND APPROVAL
• Throughout the Treatment-Phase I period of performance, the Civil Works Contractor will continue to transport contaminated soil/sediment to the PTSA and treated soil/sediment from the TMSA (for reuse).
• The Contractor must coordinate with the Civil Works Contractor to ensure simultaneous access to the PTSA/TMSA for both contractors.
• The Contractor must notify USAID with a request indicating volume and removal timelines for treated materials.
• Upon USAID direction, the Civil Works Contractor will remove the requested material from the TMSA.
