About this file
This is a Historical Maintenance Data document detailing preventive and corrective maintenance requirements for spill boom equipment located at Building 569 – MCAS Fuel Pier. The spill boom is identified as a critical component of the fuel transfer process when a fuel barge is at the fuel pier, with all cleaning and maintenance activities to be coordinated with Station Fuels and NREAO to prevent conflicts with the fuel delivery schedule.
The maintenance program consists of four distinct tasks executed at varying frequencies. Quarterly maintenance of the spill boom reel (on dock) occurs four times per year and includes servicing 12 grease points across multiple components (guide rollers, guide arm, boom reel, pillow block bearings, and brake handle tube), freshwater cleaning, rust removal and corrosion inhibitor application, paint touch-ups, and inspections of the electric motor, hydraulic system (pump, tank, lines, strainer, and filter), block bearing gearbox, control panel, hand brake, and hydraulic ram. Annual maintenance of the spill boom reel requires performing all quarterly maintenance tasks plus hydraulic oil changes and removal of the spill boom from the reel for scraping of marine growth, inspection of all hardware and anchoring components, repair or replacement of damaged or missing components, and submission of before/after photos and detailed condition reports to NREAO. Quarterly cleaning of permanent spill boom end connections (located in water) occurs four times per year. Annual maintenance of the permanent spill boom (located in water) includes removal from water, pressure washing and scraping to remove marine growth, inspection of hardware and anchoring components, repair or replacement of damaged items, and submission of comprehensive condition reports with before/after photos to NREAO documenting all work performed.

Spill Boom Equipment
LOCATION Building 569 – MCAS Fuel Pier
The spill boom is a critical component of the fuel transfer process when a fuel barge is at the fuel pier
Cleaning the spill boom will be coordinated with Station Fuels and NREAO to de-conflict with the fuel delivery schedule
1. Spill boom 2. Spill boom reel
(4 times per year) Quarterly – Spill Boom Reel (On Dock)
1. Service multiple grease points:
o Guide Roller – 2 points o Guide Arm – 1 point o Boom Reel – 6 points o Pillow Block Bearings – 2 points o Break Handle Tube – 1 point
2. Clean with fresh water
3. Remove rust and spray corrosion inhibitor on any bare metallic parts
4. Touch up any scratches that may occur on the painted surfaces
5. Check electric motor for proper operation and cleanliness
6. Check hydraulic pump, tank, lines, strainer, and filter for proper operation, cleanliness, serviceability
(hydraulic oil and filter) and free of leaks
7. Check block bearing gearbox for proper operation, cleanliness, serviceability, fluid level, and free of leaks
8. Check control panel for proper operation, cleanliness, and free of leaks
9. Check hand brake for operation, cleanliness, and serviceability
10. Check hydraulic ram for leaks, serviceability, and proper operation
(1 time per year) Annually- Spill Boom Reel (On Dock)
1. Perform quarterly maintenance requirements
2. Change hydraulic oil annually
2. Remove the spill boom from the reel:
o Scrape/ remove all marine growth from the entire length of the boom o Inspect all hardware, attachments, and anchoring components o Repair/ replace and components that are loose, damaged, or missing o Put spill boom back on the reel o Provide before cleaning and after cleaning photos and a detailed report to NREAO to indicate overall condition of the boom and its components, what was replaced or repaired, etc
(4 times per year) Quarterly – Permanent Spill Boom End Connections (Located in water around fuel pier)
Clean end point connections where the deployable spill boom connects to the permanent spill boom in the water
(1 time per year) Annually – Permanent Spill Boom (Located in water around fuel pier)
1. Remove the spill boom from the water
2. Pressure wash and scrape/remove all marine growth from the entire length of the boom.
3. Inspect all hardware, attachments, and anchoring components
4. Repair/replace any components that are loose, damaged or missing
5. Provide a report to the Natural Resources and Environmental Affairs Office (NREAO) including before/after photos. The report will provide details on what was replaced or repaired and the overall condition of the boom and its components
