About this file
This document is the Financial Review Committee Guidelines exhibit prepared by the City of Ocala, Florida for Invitation to Negotiate (ITN) GRM/260682 regarding the development of affordable housing on the NW 7th Avenue Subdivision. The guidelines establish the framework and operational structure for an independent Financial Review Committee tasked with evaluating the financial feasibility of development proposals submitted in response to the City's solicitation. The Committee will assess proposers' submissions regarding project costs, financing mechanisms, and the proposer's financial capacity to perform the contract and deliver services as proposed. The Committee will request specific financial information and documentation from developers to determine overall project feasibility and will provide a final report of its findings to the City.
The Financial Review Committee operates as an independent entity without formal governmental status or contractual relationship with the City of Ocala. All financial documents and information submitted by developers directly to the Committee are designated as confidential and exempt from the Florida Public Records Act, with limited exceptions for litigation or legal process requiring disclosure. The Committee has authority to destroy submitted documents upon developer request and may disclose information only in connection with court proceedings or subpoenas, with parties expected to pursue protective measures under Florida law. The Committee's recommendation is final and non-binding on the City's Selection Committee or City Council and cannot be challenged by any party.
