About this file
This is Addendum 1 to an Invitation to Negotiate (ITN) issued by the City of Ocala, Florida, for the development of affordable housing on the NW 7th Avenue Subdivision (Tucker Hill), Section 1. The City seeks proposals from qualified developers to construct residential development featuring three single-family detached homes on approximately 0.47 acres, as part of a larger 2.01-acre Tucker Hill redevelopment project. The addendum, dated July 21, 2026, provides clarifications to questions submitted by prospective bidders regarding project scope, site conditions, financing requirements, and development responsibilities. The ITN encompasses four related solicitation numbers (GRM/260682, 260863, 260864, and 260865), with a single developer to be awarded the contract for completing the entire project. The City will handle lot reconfigurations and surveys, with updates expected prior to bid opening, while developers must provide their own site plans and blueprints.
The fair market value for Section 1 is established as equal to the Marion County Property Appraiser's assessed value combined with development agreements. Developers are responsible for all water, sewer impact fees, tap fees, meter fees, and utility connection charges, though certain fees may be reimbursed through the Affordable Housing Incentive Fund (up to $20,000 per unit) subject to City Council approval and fund availability. Financing commitments may be submitted as conditional construction loan commitments with final underwriting occurring post-award. The City intends to develop two adjacent parcels (including parcel ID #2840-017-003) as a community park and excluded them from the bidding process. The addendum addresses eight specific clarification questions from bidders, establishing clear expectations regarding development scope, financing, fee responsibilities, and site preparation responsibilities between the City and the selected developer.

Solicitation Title: Development – NW 7th Avenue Subdivision (Tucker Hill)
SECTION 1. SOLICITATION - CLARIFICATION
1. Development Scope/Unit Count Question: The ITN identifies this solicitation as approximately 0.47 acres (Section 1), while the overall Tucker Hill redevelopment encompasses approximately 2.01 acres. Can the City confirm the anticipated number of single-family detached homes expected within Section 1? This clarification would help proposers develop an appropriate site plan, particularly in light of the minimum landscaping requirements outlined in the ITN.
ANSWER: Section 1 will feature three detached homes. Properties will be reconfigured to create three buildable lots.
2. Fair Market Value Question: The ITN states that the proposed purchase price must be at or above the fair market value of the property. Has the City established the fair market value for Section 1, and if so, will the appraisal or minimum acceptable purchase price be made available to all proposers prior to the proposal deadline?
ANSWER: The fair market value is equal to the assessed value for the property as stated in the Marion County Property Appraiser’s Property Report Card, together with the agreement(s) to develop the project.
3. Housing Incentive Fund Question: Can the City provide additional information regarding the Housing Incentive Fund, including eligible expenses, the application process, timing of funding, and whether the maximum incentive of up to $20,000 per unit is anticipated for this project?
ANSWER: The details of the Affordable Housing Incentive Fund are set out in Section 106 – Code of Ordinances, subject to the availability of funds and City Council approval.
4. Utility and Impact Fees Question: Will water and sewer impact fees, tap fees, meter fees, and other utility connection charges be the responsibility of the developer, or will any of these fees be waived or reimbursed by the City?
ANSWER: These charges will be the responsibility of the developer. Certain fees may be reimbursed through the Affordable Housing Incentive Fund subject to availability or City Code waived at the discretion of the Chief Building Official. Incentives are typically considered during negotiations after the successful applicant(s) is selected.
5. Financing Commitment Question: Will a conditional construction loan commitment or financing commitment letter from a lender satisfy the funding commitment requirement during proposal evaluation, with final underwriting occurring after award?
ANSWER: Yes
6. Question: Concerning the Development Background and Project Overview, Section
1.3 Site Conditions. Will the city or the developer be responsible for the cost of the lot reconfigurations and new surveys?
Answer: The City is currently handling the lot reconfigurations. The reconfigurations are in the final stages and updates are expected to be posted prior to the bid opening.
7. Question: What this bid or contract for are we following blueprint from you guys I just need clarification
Answer: Developers to provide their own blueprint - see page 12, Tab 3 (#2) of the ITN.
8. Question: I’d like to request clarification on parcel ID #2840-017-003. This parcel does not appear to be included in the bidding system, even though it is landlocked between the lots currently advertised. If we are successful in winning the bids for the surrounding parcels, our intention is to develop a community park on this landlocked parcel.
Could you please provide additional details regarding this parcel and the City’s overall vision for the area?
ANSWER: Parcel ID #2840-017-003 is not included in the bidding, even though it is landlocked between the lots currently advertised. This parcel and the parcel right below will be used for a park and as of right now, the City intends to undertake the development of the park, so it wasn’t included in any of the ITNs.
