About this file
This document is a standard evaluation tool included with the Statewide Contract ITC66 for Copiers, Printers, Scanners, and Related Equipment and Services issued by the Commonwealth of Massachusetts. The primary purpose of this form is to encourage potential Bidders to communicate existing business practices that foster a sustainable approach to conducting their operations, including the use of recycled content in packaging, green cleaning products, energy-efficient equipment, alternative fuel vehicles, and other environmentally-preferable practices. Bidders can receive additional points in the evaluation phase for implementing such initiatives and providing supporting documentation. The form covers areas such as packaging, business practices/operations, training and education, and industry certifications. Bidders are required to identify the EPEAT ratings of the equipment they are proposing in response to the ITC66 RFR.
The resulting ITC66 contract will be the primary Statewide Contract used by Executive Agencies of the Commonwealth of Massachusetts and other Eligible Entities for the covered goods and services. The contract term and any renewal options are not specified in this document. Pricing terms, set asides, incumbent information, funding sources, and other salient details are also not provided.

Current Environmentally Preferable Products / Practices Form
Bidder Company Name: _________________________________________ Date: _______________
The Current Environmentally Preferable Products / Practices form is a standard evaluation tool included with virtually all OSD Requests for Response (RFR) that will result in a Statewide Contract. It applies to the operations of the Bidder (not the operations of a manufacturer or other company the bidder works with).
The primary purpose of this form is to encourage potential Bidders to communicate existing business practices that foster a sustainable approach to conducting their operations. This may include one that has a reduced impact on the environment or public health, such as, but not limited to, creating less waste by using less packaging; eliminating the use substances and/or materials that are considered toxic during the manufacturing process, at time of product use, or upon disposal; or utilizing vehicles in the delivery fleet that operate on alternative fuels for the purpose of reducing air pollution and greenhouse gas emissions.
The Commonwealth considers such initiatives part of the “best value” of procurement. It provides Bidders an opportunity to receive additional points in the evaluation phase of the RFR for the environmental initiatives they have instituted.
Current Environmentally Preferable Products/Practices Form
For all answers below, a checkmark indicates “Yes” and must be substantiated in the space provided or in an attachment in order to receive any additional points. Narrative descriptions to verify initiatives must be submitted as part of this response form in order to receive additional points. If reference is made to an attached document, or a website, please list the specific page and line to which information is referenced. Proof of any certifications in response to question 4 must be provided.
1. Packaging:
Many forms of corrugated containers now contain 60% or more post-consumer recycled content and are comparable in cost; in addition, several alternatives to using polystyrene as a packaging cushion are now available. Bidders should check with their box manufacturers to learn about the recycled content they use and include information about that in their RFR Response. Companies are also encouraged to research the EPP alternative products and practices indicated on the form and convert to their use wherever possible.
Has the Bidder implemented any of the following environmental initiatives?
Use of corrugated materials that exceeds the required minimum of 35% post-consumer recycled content (list minimum post-consumer recycled content used) Use of other packaging materials that contain recycled content and are recyclable in most local programs (list other packaging type) Reduces or eliminates materials which have been bleached with chlorine or chlorine derivatives (list materials) Eliminates any packaging that may contain polyvinyl chloride (PVC), or polystyrene or heavy metals (provide details of program) If yes, describe the practices being followed below in order to receive any additional points:

2. Business Practices / Operations
This section refers to what the Bidder does within their own operations to create a smaller “environmental footprint” in the marketplace, e.g., reducing the impact of their operations through energy conservation, waste and toxics reduction and other sustainable practices.
Does the bidder engage in practices that serve to reduce or minimize an impact to the environment, including, but not necessarily limited to, the following items?
Encourages environmental initiatives at a corporate level for the purpose of reducing the impact on the environment (attach a copy of the corporate environmental policy).
Has an Environmentally Preferable Purchasing Policy (attach a copy of the Policy)
Uses at least 50% remanufactured toner cartridges in printers (attach total annual spend on remanufactured and Original Equipment Manufacturer cartridges)
Uses Green Cleaning products in all cleaning or janitorial services (attach copy of scope of work with cleaning services provider and types of green products used)
Introduce use of recycled and/or environmentally preferable products into other operational areas, such as vehicle maintenance products such as re-refined oil and antifreeze, retread tires (list products) Purchase appliances and equipment (printers, copiers, microwaves, etc), that are Energy Star or EPEAT certified models. (list products) Incorporates green building design elements into all construction and renovation projects (list green design elements)
Use of alternative fuel vehicles or vehicles equipped with diesel emission control devices for delivery or transportation purposes and provides guidance in those vehicles on the state’s anti-idling initiatives (list vehicles) Recycles other materials besides paper, bottles and cans (list materials)
Encourages the use of public/green transit (provide name and description of program(s))
Please list other sustainable initiatives (e.g., waste reduction programs, green building management programs, other energy efficiency programs, etc…) and provide any measurable data.
If yes, describe the practices below and submit additional documentation with your RFR submission.

3. Training and Education
If Bidders offer a product or service that involves an environmentally preferable component and they train their staff to inform customers of these features, such training should be mentioned in conjunction with this form to receive credit. If Bidders provide materials (brochures, info on websites, etc.) on the environmental attributes of their products/services, they can also receive credit in the evaluation process provided a brief explanation is included with the form. It is preferable if such training materials and other information are included with the Response.
Does the bidder conduct/offer a program to train or inform customers of the environmental benefits of the products to be offered under this contract, and/or does the bidder conduct environmental training of its own staff?

4. Certifications
Bidders should familiarize themselves with the various certifications for products and processes that are available within the industry in which they operate, with particular attention to those concerning environmental issues.
