About this file

This is Addendum #3, issued April 23, 2026, by the City of Ocala Water Resources Department (Buyer: Caley Conard) for Invitation to Bid WRS/260536 regarding the procurement and installation of a rotary press dewatering system at Water Reclamation Facility #2. The project requires vendors to supply a complete rotary press unit capable of processing biosolids sludge at a feed rate of 120 to 150 gallons per minute with a maximum design solids loading of 1,500 pounds per hour and achieving dewatered sludge output to a minimum of 16 percent total cake solids. The addendum extends the bid submission deadline from April 8, 2026, to Thursday, May 14, 2026, at 2:00 PM, with written questions due by Monday, May 11, 2026, at 5:00 PM. Attendance at the mandatory pre-bid meeting held on March 19, 2026, at WRF #2 (4200 SE 24th Street, Ocala, Florida 34471) is required for bid eligibility. The City will handle electrical work to bring power to the unit's control panel and will assist with integration into the existing SCADA system, while the vendor retains responsibility for equipment submittals and machine-specific integration. The contract term includes a three-year warranty on materials and labor.

This addendum clarifies critical technical and compliance requirements for bidders, confirming that Build America Buy America (BABA) compliance is mandatory and that equipment submittals must be provided within 2 to 6 weeks of contract award. The City will utilize an existing discharge hopper for dewatered sludge if compatible with the vendor's equipment; otherwise, the vendor must supply a new discharge hopper as part of their proposal. Volatile solids reduction is clarified at 40 percent by weight rather than the previously stated 85 percent. The equipment must fit within the proposed installation location and serve as a backup to the existing Hiller centrifuge while maintaining compatibility with current facility operations. All bidders are required to demonstrate minimum ten years of documented experience designing and installing domestic wastewater rotary presses, possess relevant OSHA 10/30 or equivalent safety certifications, and assume responsibility for all required permits and site compliance.

Solicitation Title: WRF #2 Rotary Press

SECTION 1. QUESTIONS AND ANSWERS

1.1 QUESTION: Will the department grant an extension to the bid due date?

ANSWER: A two-week extension will be granted for the due date. The new due date will be Thursday, May 14, 2026, at 2:00 PM. The questions due date will now be Monday, May 11, 2026, at 5:00 PM

1.2 QUESTION: Will the City of Ocala complete all required electrical work to bring power to the new fan press control panel?

ANSWER: The City of Ocala will handle the electrical work to bring power to the new fan press, as long as the unit control panel is self-contained requiring only one power source.

1.3 QUESTION: Will the City of Ocala complete all integration of the new fan press into the existing SCADA system?

ANSWER: The City of Ocala will assist with integration of the new fan press into the existing SCADA system.

The Vendor is the one who is familiar with the machine they are providing.

1.4 QUESTION: Is BABA (Build America Buy America) a requirement?

ANSWER: Yes, BABA is a requirement.

1.5 QUESTION: Addendum 2 has a statement that “The awarded vendor shall provide 100% design plans within 2 to 6 weeks of the contract award”. During the pre-bid meeting it was clarified that this requirement is for the provision of equipment submittals only. Please confirm.

ANSWER: Yes, the design plans are for the equipment submittals only and will help the City coordinate the electrical and plumbing location requirements.

1.6 QUESTION: Please confirm the sludge feed rate to be used for equipment sizing for the bid.

ANSWER: Sludge feed rate shall be 120 to 150 GPM. Currently the plant runs 100 to 120 GPM, but we would like the capability to feed a higher GPM for the purpose of future increase of flows to the facility. This unit is considered a backup to the centrifuge, but we do need it to perform at the flows the centrifuge is capable

of. The machine must fit in the proposed location.

1.7 QUESTION: Please confirm the sludge feed concentration, solids loading, maximum design solids loading as listed in “process description”. The figures do not appear to be consistent.

ANSWER: An updated specification for this would be:

Sludge feed concentration would stay the same.

Our current dewatering devices operate at 500 to 900 lbs. an hour depending on sludge feed concentration that day.

Maximum design solids loading can be reduced to 1500 lbs. per hour. After doing the real-world calculations 2500 lbs. an hour would be too large of a machine.

1.8 QUESTION: Process description lists the maximum volatile solids concentration as 85% by weight. Is this correct, it seems to be a high value?

ANSWER: A more accurate number for Volatile Reduction would be 40%

1.9 QUESTION: The project summer lists “discharge auger” as part of the scope of supply. Please confirm that the manufacturer is only responsible for mowing the dewatered sludge into the existing hopper adjacent to where the new fan press will be installed.

ANSWER: If the Vendor cannot utilize the existing hopper that was presented at the pre-bid meetings, the Vendor would be required to include a new discharge hopper in their proposal.
