Addendum No. 2 Summary

This is an addendum to the Invitation to Bid (ITB) issued by Eastern Oregon University's Facilities & Planning Department for the EOU Ballfield Complex Phase 1 project (RFP #FP-2022-09B) located in La Grande, Oregon. Addendum No. 2, issued April 7, 2026, modifies the bid due date from Tuesday, April 14, 2026 to Thursday, April 16, 2026 at 2:00 PM, with bids to be submitted electronically in searchable PDF format to bids@eou.edu. The project scope includes right-of-way utility improvements along C Avenue and 6th Street, site grading and utility updates, irrigation system installation, baseball and softball field improvements with associated infrastructure, concrete paving and flatwork, asphalt paving, chain link fencing, electrical work, soil preparation, native seeding, and landscape planting. The mandatory pre-bid conference is scheduled for Friday, March 13, 2026 at 10:00 AM at the Physical Plant Administration Building. The addendum removes seven work items from the Package A bid form (items 8 through 12, 14, and 15), including masonry, metals, wood and composites, thermal and moisture protection, openings, specialties, and equipment. The base bid items list has been renumbered following these deletions. The addendum also provides clarifications regarding the irrigation system design (3-inch mainline connection downstream of existing backflow assembly), substitution allowances for Hunter I-90 irrigation heads, optional use of air spade equipment, and updates to the existing contours on civil grading plan sheet C-110 and landscape construction plan sheets.

The contract is subject to Eastern Oregon University Policy 3.15.01 for procurement and contracting, with all prospective bidders required to acknowledge receipt of this addendum in their transmittal letters or risk deemed non-responsiveness. Bidders must submit a First Tier Subcontractors Disclosure Form within two working hours after the bid opening, by 4:00 PM, to maintain responsiveness. The supplemental unit price list requirement for all bidders is waived during the bidding process but will be required for the awarded contractor. No specific pricing information, set-asides, or incumbent contractor details are addressed within this addendum, as it serves primarily as a technical clarification document modifying bid procedures and work scope items from the original ITB documents issued February 26, 2026.
