About this file
This addendum to Invitation to Bid (ITB) 26-41 is issued by the City of Oviedo, Florida Public Works Engineering Department for the Windy Pine Drainage Improvements project, dated September 30, 2026. The addendum clarifies nine key questions submitted by prospective bidders regarding materials, installation specifications, environmental permits, and contract administration. The project involves erosion protection and repair at a culvert outfall, including removal of existing vegetation and concrete; installation of 924 square feet of Armorflex Articulated Block revetment system with geotextile fabric and geogrid over bedding materials; and turf reinforcement mats (PYRAMAT 75 or approved equivalent) along the upstream ditch. Critical clarifications include confirmation that Pay Item 900-1 specifies 4,000 PSI Concrete at 7 cubic yards quantity; geogrid placement requirements over #57 stone with minimum 1-foot overlaps in downstream-shingled configuration; and that PYRAMAT 75 installation instructions apply around existing trees, with contractor-provided engineering only required if alternative materials are substituted. The St. Johns River Water Management District Exemption Letter is attached, confirming that an Environmental Resource Permit is not required under 62-330.051(9)(b), Florida Administrative Code.
The addendum confirms that Pay Item 900-2 (Dewatering) may be necessary during Armorflex installation, while Pay Item 900-3 (Bypass System) is only required if bypass pumping becomes necessary to maintain dry construction conditions during work. Required preconstruction submittals, including the Maintenance of Traffic Plan and written dewatering plan due two weeks prior to mobilization, will be reviewed and approved before the Notice to Proceed is issued. Work hours follow the City's Land Development Code, generally 7:00 a.m. to 5:00 p.m., Monday through Friday, with weekend work generally not permitted. All temporary and permanent easements have been recorded and are included in bid documents, and the City will coordinate property owner notification regarding construction schedule after contractor selection. The Stormwater Pollution Prevention Plan (SWPPP) requirements apply despite the project's disturbed area being less than 0.1 acre, including required inspections and associated reports. A stabilized construction entrance is not feasible due to proximity to Windy Pine Way; contractors must instead implement sediment and dust control measures as specified on plan sheet 5. Contract time requires Substantial Completion within 30 calendar days and Final Completion within 45 calendar days after Notice to Proceed.

ITB 26-41: Windy Pine Drainage Improvements
Addendum No. 2
September 30, 2026
To Prospective Bidders and Others Concerned:
This Addendum is in response to questions from interested bidders and forms a part of the ITB documents dated September 13, 2026, for the above referenced ITB. Please note, questions are recorded as they are received, including grammar and spelling errors.
Receipt of this addendum must be acknowledged on page 22 of the original ITB packet. Failure to do so will subject the Bidder to disqualification.
QUESTIONS AND ANSWERS:
1. Pay Item 900-1 - Required Concrete/Grout Material
Statement / Reference: The Revised Bid Form identifies Pay Item 900-1 as "4,000 PSI Concrete" with a quantity of 7 CY. The pay footnote on Plan Sheet 2 describes this work as non-shrink grout meeting
FDOT Section 934, while the Armorflex details on Plan Sheet 7 reference 4,000 PSI concrete, grout, or other material approved by the EOR.
Question: Please clarify the required material for Pay Item 900-1, identify the controlling specification, and confirm whether the 7 CY bid quantity applies to the required material.
Answer: The required material for Pay Item 900-1 is 4,000 PSI Concrete, 7 CY bid quantity does apply to the 4,000 PSI Concrete.
2. Articulated Concrete Block System - Geogrid Installation
Statement / Reference: Addendum No. 1 confirms that the articulated concrete block system includes both geotextile fabric and geogrid; however, the plan details do not clearly identify the required placement and installation requirements for the geogrid.
Question: Please provide or clarify the required location, limits, orientation, overlaps, anchorage, and installation details for the geogrid associated with Pay Item 530-4-4.
Answer: The geogrid is to be placed over the #57 stone beneath the ArmorFlex system and extend to the edge of the #57 stone at the termination trench, as shown in the ArmorFlex detail on sheet 7.
Overlaps are to be a minimum of 1 foot and oriented in a downstream-shingled configuration. No anchorage is required.
3. Turf Reinforcement Mat - Product and Engineering Requirements
Statement / Reference: The plans allow PYRAMAT 75 or approved equivalent, while Addendum No. 1 provides ARMORMAX planting details for installation around existing trees. The ARMORMAX detail also notes that project-specific calculations, shop drawings, and specifications signed and sealed by a licensed engineer are required for construction.
Question: Please confirm whether ARMORMAX 75 is required at the existing trees or whether the
ARMORMAX detail is intended only as an installation method for PYRAMAT 75 or an approved equivalent. Please also confirm whether the Contractor is required to provide project-specific signed-and-sealed calculations, shop drawings, or specifications for the turf reinforcement mat installation, and identify the portions of the work requiring such engineering.
Answer: The PYRAMAT 75 detail is attached and the intended installation instructions around existing trees. The contractor is not required to provide calculations or shop drawings as long as
PYRAMAT 75 or equivalent material is used. If contractor uses any material other than PYRAMAT 75 they must obtain approval from the EOR.
4. Environmental and Agency Permits
Statement / Reference: The Contract Documents require compliance with applicable permit conditions and identify work within surface waters and a conservation easement; however, the applicable permits and permit conditions are not included in the bid package.
Question: Please provide copies of all permits applicable to this project and identify any permits, approvals, or fees that must be obtained and paid for by the Contractor. Please also identify any permit conditions that restrict or affect dewatering, bypass pumping, turbidity control, work within surface waters, or construction hours.
Answer: A copy of the SJRWMD Exemption Letter is attached. There are no permit conditions that would restrict or affect dewatering, bypass pumping, turbidity control, work within surface waters, or construction hours.
5. SWPPP / NPDES Requirements
Statement / Reference: The SWPPP notes state that the estimated disturbed area is less than 0.1 acre, but the plans also reference NPDES requirements, rain-gauge records, certified stormwater inspections, storm-event inspections, inspection reports, and stabilized construction entrances.
Question: Please confirm which of these requirements apply to this project. If a stabilized construction entrance is required, please identify its required location and dimensions and confirm the applicable payment item.
Answer: The project is adjacent to the Windy Pine Way road and there is not adequate space for a construction entrance, however on sheet 5 of 7 under item “III. Other Controls” (2) describes methods for minimizing off site vehicle tracking of sediments and generating dust. The contractor will need to perform the required inspections and associated reports as identified in the SWPPP.
6. Pay Items 900-2 and 900-3 - Dewatering vs. Stormwater Bypass
Statement / Reference: The Revised Bid Form includes separate lump-sum items for Pay Item 900-2, Dewatering, and Pay Item 900-3, Bypass System (Stormwater). The plans state that the Contractor shall maintain a dry work area and that temporary bypass pumping and piping may be utilized if necessary.
Question: Please clarify the scope distinction between Pay Item 900-2 and Pay Item 900-3. Please confirm whether a complete bypass system is required as part of the base bid regardless of field conditions, or whether it is only required if bypass pumping is determined necessary during construction. Please identify the work intended to be included under each pay item.
Answer: Item 900-2 Dewatering might be necessary during installation of Armorflex. Pay item 900-4
By-pass system is only required to maintain dry construction conditions if necessary.
7. Contract Time, Preconstruction Submittals, and Work Hours
Statement / Reference: The Bid Form requires Substantial Completion within 30 calendar days and
Final Completion within 45 calendar days after Notice to Proceed. The plans also require preconstruction submittals and approvals, including the Maintenance of Traffic Plan and a written dewatering plan submitted two weeks prior to mobilization. Work hours are to be discussed at the preconstruction meeting.
Question: Please confirm that required preconstruction submittals will be reviewed and approved before issuance of the Notice to Proceed or before the contract time begins. Please also provide the anticipated allowable work hours and confirm whether weekend work will be permitted.
Answer: Yes, the submittals will be reviewed/approved before the Notice to Proceed. The work hours will follow the City’s Land Development Code. In general, work hours are from 7 AM to 5 PM, Monday through Friday. Weekend work is generally not allowed.
8. Temporary Construction Easement and Site Access
Statement / Reference: The Contract Documents show work within temporary construction easement areas and include the recorded easement documentation.
Question: Please confirm that the City has secured all temporary construction easement and access rights shown in the Contract Documents and that the Contractor will have access to those areas upon
Notice to Proceed without obtaining separate permission from the property owner. Please also identify any property-owner notification or coordination that is the Contractor's responsibility.
Answer: The temporary and permanent easements have been recorded and are included in the bid documents. The City will contact the property owner regarding the construction schedule once a contractor has been selected and a construction schedule has been confirmed.
9. Plan Note / Project Reference Discrepancies
Statement / Reference: The SWPPP sheet references "Contract No. 25-36," while the solicitation is ITB
26-41. In addition, the Erosion Control Notes direct the Contractor to clean sediment and debris from drainage and sewer systems "along Orange Ave.," although this project is located on Windy Pine Way.
Question: Please confirm that these are typographical or template references. If the drainage-system cleaning requirement applies to this project, please identify the specific structures, pipes, and limits to be cleaned.
Answer: Instead of Orange Ave it should state Oviedo Blvd. The cleaning of sediment and debris from drainage and sewer systems along Oviedo Blvd is not necessary unless conditions warrant it.
