About this file

This is Addendum No. 2 to ITB-26-037-FH, issued December 9, 2025, by the City of Altamonte Springs, Florida, addressing generator maintenance services. The addendum provides written responses to fourteen questions submitted by potential respondents regarding the scope of work and equipment specifications. The solicitation encompasses maintenance and repair services for stationary and portable generators, automatic transfer switches, and associated equipment located at various City facilities. Services include semi-annual maintenance consisting of one major and one minor service annually, plus at least one load bank test per year, with additional repair services as needed. The generator inventory includes multiple units ranging from 50 kW to 1000 kW capacity at various City locations, including water reclamation facilities and mobile units. The addendum clarifies that all model and kilowatt numbers are accurate, though the City recommends awarded bidders perform on-site confirmations before ordering parts or scheduling service events.

Key clarifications in the addendum address the treatment of various maintenance tasks as either included in standard services or quoted separately. Megger testing, air filter replacements, belt and hose replacements, and transfer switch bulb replacements are to be quoted items billed separately on a case-by-case basis at Group C Normal Business Hours Labor Rates and Group E Parts rates. Visual inspections of transfer switches and mechanical components are included in standard services, but power shutdowns require coordination with the Project Manager. The addendum specifies that no bonding requirements apply to the solicitation. Respondents must acknowledge this addendum and all previously issued addenda or risk having their submittal deemed non-responsive.

GENERATOR MAINTENANCE SERVICES

Addendum No. 2

DATE: December 9, 2025 TO: All Respondents and Interested Parties FROM: Fabio Henao, CPO

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

The Solicitation is hereby changed accordingly:

Q1: Scope -

5.4.1 ANNUAL MAINTENANCE SERVICES

9. Megger all AC wiring with 1000v megometer, as determined by the City's Department/Division Project Manager on a case-by-case basis. (This includes field winding and exciter windings.)

Can this be changed to quoted as needed for megger testing? *Changing this wording will help reduce the cost of annual maintenance.

A1: Megger testing may be requested from the project manager on a case by case basis as specified. We understand that this procedure can be time consuming, depending on generator size and type, and is not expected to be performed on every unit as part of the standard annual service. We would accept this as a quoted item per the awarded Group C, Normal Business Hours Labor Rate.

Q2: H. Transfer Switch -

1. Inspect to assure all supply and load lines are tight.

2. Check for proper mechanical operation of the transfer mechanism.

3. Clean or Burnish all exposed contacts that are worn.

4. Verify phase rotation of normal and emergency sources.

5. Note settings on timers and assure they are proper for the application.

6. Verify phase relays drop out and pick up points, traditionally D.O. @70% and pick up @90% of rated voltage. Adjust if necessary.

7. Attach calibration tag with date and calibration of relays noted.

8. Advise customer as to any options available.

Can we update this to: Quoted as needed for Transfer Switch? For each annual inspection, we will perform a visual check and a pass/fail test if the switch is permitted to transfer.

Changing this wording will help reduce the cost of annual maintenance.

A2: The transfer switch language is primarily a visual inspection, with verification of exercise cycle times, drop in and out voltages, and proper operation for service.

Reviewing panel data and settings would be expected as part of a normal PM service.

Any additional work related to transfer switches would be a quoted item per the awarded Group C, Normal Business Hours Labor Rate and Group E Parts.

Q3: 5.4.1 ANNUAL MAINTENANCE SERVICES

2. Replace all air cleaner/elements as needed.

Is this to be costed as part of the annual maintenance or shall air cleaner/elements be quoted to be replaced as needed?

A3: Air filter replacements can be a quoted item.

Q4: F. Air Induction & Exhaust

1. Check air filter service indicator (reading). Replace air filter if needed.

Same question as above, Is this to be costed as part of the annual maintenance or shall air cleaner/elements be quoted to be replaced as needed?

A4: Air filter replacements can be a quoted item.

Q5: 5.4.3 MINOR MAINTERNANCE SERVICES

1. Clean, refill, and/or replace air cleaner/element as necessary.

Is this to be costed as part of the minor maintenance or shall air cleaner/elements be quoted to be replaced as needed?

A5: Air filter replacements can be a quoted item.

Q6: 7. Inspect and replace all belts and hoses. Check tension/condition, tighten belts when necessary, and replace belts and/or hoses as necessary. Inspect protective guards for tightness, and tighten when necessary.

Is belt and hose replacement to be costed as part of the minor maintenance or shall the belts and hoses be quoted to be replaced as needed?

A6: Hose and belt replacement is not expected as part of the normal PM services. Inspection and adjustments are, when reasonably accessible. Replacements and labor intensive adjustments can be quoted items.

Q7: 8. Check and inspect or replace all transfer switch and engine control bulbs as necessary.

Is transfer switch and engine control bulbs replacement to be costed as part of the minor maintenance or shall they be quoted to be replaced as needed?

A7: Inspection and confirmation of operation are expected. Any replacements would be quoted items.

Q8: We would like to verify the information provided for the generators below. Specifically, the KW and voltage for each.

• Row A42-45 (Mobile #80655, #80656, #80657, #80658) 50kW, 277/480v

• Row A46&47 (WRF Main #1 & #2) 1000kW, 4160 v

• Row A52 (Lake Maltbie) 50kW, 480v

A8: There may have been a typo on the A46 and A47 lines. It reads 100kW not 1000kW as it should.

Q9: We would also like to verify the requirement for the bonds listed below

• 5% bid price bond

• 100% Performance bond

• 100% Payment bond

A9: No bonding requirements apply to the subject solicitation.

Q10: Please confirm KW on the following units:

A46 WRF Main-#1

Water Reclamation Fclty 950 Keller Road Altamonte Springs Fl 32714

2001 CUMMINS

KTA 38-G4

12 Cylinder Diesel 100kW 4160v

A47 WRF Main-#2

Water Reclamation Fclty 950 Keller Road Altamonte Springs Fl 32714

2001 CUMMINS

KTA 38-G4

12 Cylinder Diesel 100kW 4160v

A10: Please see answer in Q.8. These units are 1000 kW, 4160 volt.

Q11: Is megger testing part of the Annual service or billed separately on a case by case basis?

A11: Please see answer in Q.1.

Q12: Page 35 - Replace all air cleaner/elements as needed - Is this service billable ?

A12: Please see answer in Q.3, Q.4 and Q.5.

Q13: Page 38 - Transfer Switch - Inspect to assure all supply and load lines are tight - This will require the power to be shut off, is this allowed?

A13: Visual Inspection for obvious loose connections, corrosion, arcing or discoloration is the intent of this language. If a power shut off is needed, coordination with Project Manager would be required.

Q14: Bid Sheet - Have all KW / Model numbers been confirmed accurate?

A14: All model and kW numbers are accurate; however, it is strongly advised that awarded bidder perform their own on-site confirmations before proceeding with ordering of parts or planning service events.
