About this file

This is Addendum No. 1 to Invitation to Bid (ITB) 26-037-FH for Generator Maintenance Services issued by the City of Altamonte Springs, Florida, dated November 21, 2025. The City seeks qualified contractor(s) to provide labor, materials, and equipment for regular maintenance and repair services of stationary and portable generators, automatic transfer switches, and associated equipment at various City locations. Maintenance services are to be performed semi-annually, consisting of one major service, one minor service, and at least one load bank test annually, with additional repair services as needed. All issued addenda must be acknowledged by respondents, and failure to do so may result in a submittal being deemed non-responsive.

The addendum clarifies licensing and certification requirements for the contract. A Florida Electrical Contractors License is not required for routine generator maintenance services; instead, vendors must hold certifications through EGSA (Electrical Generator Systems Apprentice or Journeyman), ASE (Automotive Service Excellence), or Original Equipment Manufacturers (OEM). However, for repairs or replacements involving service connections, electrical panels, or automatic transfer switches, proof of a Florida Electrical Contractors License must be provided either by the awarded vendor or an authorized subcontractor. This modification allows service providers who partner with local licensed electrical contractors to meet contractual obligations for specialized electrical work.

GENERATOR MAINTENANCE SERVICES

Addendum No. 1

DATE: November 21, 2025 TO: All Respondents and Interested Parties FROM: Fabio Henao, CPO

Be advised of the following changes, additions, deletions, information, and/or clarifications to the subject solicitation. Only written questions answered in writing by formal Addendum will be binding. Oral and other interpretations or clarifications will be without legal effect. Questions received after the due date for questions will not be given any consideration. Respondents are reminded to review the original solicitation and all issued addenda, if applicable. Respondents must acknowledge all issued addenda, if any. Failure to acknowledge may result in the Respondent’s submittal being deemed non-responsive.

Except as expressly modified herein, all other terms and conditions of the solicitation remain unchanged.

The Solicitation is hereby changed accordingly:

Q1: It has a requirement for Florida Electrical Contractors License as part of the proposal, majority of generator service providers don’t not have this license as EC’s are brought in when needed. We partner with a local EC already in these instances, would that suffice to cover the Florida EC portion of the requirement?

A1: A Florida Electrical Contractors License would not be required for the routine generator maintenance services portion of the resulting contract. However, certifications through EGSA (Electrical Generator Systems Apprentice or Journeyman), ASE (Automotive Service Excellence) or OEM’s (Original Equipment Manufacturers) would be required.

For any repairs, or replacement of components related to service connections, electrical panels or automatic transfer switches we would require proof of a Florida Electrical Contractors License by the awarded vendor or an authorized subcontractor for these services.
