The City received construction bids from seven contractors on March 11, 2025, with R.P. Utility & Excavation Corp. identified as the lowest bidder at $888,782.00. The project involves constructing an 18-inch reclaimed water main within Oviedo Boulevard's right-of-way, connecting to an existing 16-inch reclaimed water main near the Oviedo Gym and Aquatic Facility. A mandatory pre-bid meeting was held on February 11, 2025, at City Hall.

CHA Consulting, Inc. reviewed the bids and recommended awarding the contract to R.P. Utility & Excavation Corp. based on their bid being the lowest and their demonstrated qualifications. Reference checks were conducted with seven project references, who provided positive feedback about the company's construction methods, which included horizontal directional drilling. The bid tabulation shows the other bidders' prices ranging from $897,405.00 to $1,067,917.00. The Notice of Intent to Award is subject to final City Council approval, and bidders have until 5:00 pm on the third business day after posting to file a protest if they believe they should have been awarded the contract.

Invitation to Bid (ITB) #25-20

Dear Ms. Stewart, On March 11, 2025, the City of Oviedo received construction bids for the referenced project from seven (7) contractors. The attached tabulation of bids represents a summary of bid line items by each respective Bidder.

The bid tabulation shows R.P. Utility & Excavation Corp. as the apparent low bidder with a total bid amount of $888,782.00. The second and third apparent low bidders were Cathcart Construction Company – Florida, LLC and General Underground, LLC.

Based upon the information presented in the bid proposal, R.P. Utility & Excavation Corp. is a licensed contractor in the State of Florida and seems to possess the manpower and equipment necessary to perform the work contemplated within the time specified. CHA also contacted the references with similar project elements for R.P. Utility & Excavation Corp. Reference checks were used to evaluate their experience, qualifications, and overall quality of work. A summary of information from the references contacted is attached.

Responses were received for (7) seven of the project references contacted. Feedback from the references indicated that the construction method included horizontal directional drilling, and the references indicated satisfaction with the construction and willingness to work with R.P. Utility & Excavation Corp. again.

CHA reviewed R.P. Utility & Excavation Corp.’s bid and determined they are qualified based on the similar project element requirements, and the bid is responsible. Therefore, we recommend the above referenced construction contract be awarded R.P. Utility & Excavation Corp. based upon the total bid of $888,782.00.
