About this file

This document is Addendum No. 1 for Invitation to Bid (ITB) No. 25-20 issued by the City of Oviedo, Florida, for the Oviedo Boulevard Reclaimed Water Main Extension project. The addendum, dated February 19, 2025, modifies the original bidding documents and provides clarifications based on a mandatory pre-bid meeting held on February 11, 2025. The project involves installing an 18-inch reclaimed water main within Oviedo Boulevard's right-of-way, extending approximately 1,600 linear feet and connecting to an existing 16-inch reclaimed water main near the Oviedo Gym and Aquatic Facility. Bids are due on March 4, 2025, by 2:00 p.m., with a project completion timeline of 210 calendar days for substantial completion and 240 calendar days for final completion. Liquidated damages are set at $1,685 per day.

The bid is a lump sum contract with unit prices required for each bid item, including mobilization, erosion control, sodding, pavement work, water main installation, directional drilling, fittings, valves, and other related infrastructure components. The project does not have special funding and requires contractors to handle all aspects of construction, including traffic maintenance, permitting (such as NPDES/dewatering), and coordination with city inspectors. The estimated project cost is $1,052,967, and bidders must provide evidence of bonding capacity at 100% of the contract price for both labor/material payment and performance bonds. Key requirements include maintaining public access, coordinating with emergency services, and adhering to specified working hours (7:00 a.m. to 5:00 p.m., Monday through Friday).
