About this file

This addendum to Invitation to Bid ITB-25-051-KY, issued by the City of Altamonte Springs Procurement Division on August 8, 2025, provides clarifications and responses to requests for information submitted by interested bidders for a chemicals procurement contract serving public works plant operations. The solicitation seeks bids for five water and wastewater treatment chemicals: Phosphoric Acid (Corrosion Control), Aluminum Sulfate, Liquid Sodium Bisulfite, MicroC 2000, and Liquid Sodium Hypochlorite, with estimated annual quantities ranging from 1,200 to 54,000 gallons. The contract will run for an initial twelve-month term with options for four additional twelve-month extensions, not to exceed forty-eight months total. Bids are due by 11:00 a.m. ET on August 27, 2025, with delivery expected within 15 calendar days of purchase order issuance. The addendum clarifies that WTP No. 3 is not accessible by tanker truck and must be serviced by flatbed or equivalent delivery due to inadequate pavement.

The addendum establishes baseline pricing information from current suppliers: Aluminum Sulfate at $1.49 per gallon from Thatcher Chemical of Florida, Inc.; Phosphoric Acid (Corrosion Control) at $7.60 per gallon from Thatcher Chemical; Liquid Sodium Bisulfite at $2.95 per gallon from Odyssey Manufacturing Company; MicroC 2000 at $6.95 per gallon from Hawkins Water Treatment Group; and Liquid Sodium Hypochlorite at $2.90 per gallon from Hawkins. The addendum also permits bidders to propose equivalent products meeting the same technical specifications, such as alternative carbon products meeting the 70 percent glycerin specification for MicroC 2000. All bidders must acknowledge receipt of this addendum by signing and returning it or including it in electronic bid submissions; failure to do so does not invalidate bids, as submission itself constitutes acknowledgment.
