SECTION 2. SCOPE OF WORK AND CONTRACT INFORMATION

SEC. 2.01 SCOPE OF WORK

The Permanent Fund Dividend Division (PFDD) has three types of letter runs, each on a different schedule and with different envelope/stock requirements. The weekly letter runs occur on a regular weekly schedule with the print files transferred on a Tuesday with the letters delivered to the USPS by the subsequent Friday. The dividend distribution letters occur on a pre-defined schedule printing once per month with two prints in October. The 1099-MISC are generated in January with a mailout date defined by the IRS.

Weekly Letter Runs:

• Schedule o The weekly letter runs occur on every Tuesday except for the first week of January.

o The print files will be transmitted to the vendor Tuesday before 4pm Alaska time zone.

o The letters must be delivered to the USPS on or before Friday immediately following the Tuesday print job.

o Vendor must notify PFDD if the letters are not delivered to the USPS on schedule.

• Quantity o The quantity of letters, sheets, and pages is different on each letter run and from year to year. See attachment A for the 3-year average quantities broken down by week.

o Vendor should include in their proposal, the maximum quantity of sheets that can be delivered to the

USPS on-time given the defined letter schedule.

• Letter Stock o 8.5in x 11in white stock in minimum 20-pound paper weight.

o Duplex printing in single color black.

• Envelopes o Request For Information (RFI) batch type – uses the white #10 with green #9 remit insert defined below.

o Tax Identification Number (TIN) batch type – uses the white #10 with green #9 remit insert defined below.

• Print File o The print file can be provided as an RTF or PDF.

o Benchmarks on the upper left margin are used to perform letter separation for envelope stuffing purposes. See attachment B for the benchmark specification.

o Each file will contain

One coversheet One or more ZIP code summary sheets One or more letters One double-sided end sheet o File size is limited by the number of letters within a batch (see quantity in this section). Large batches containing 4050 letters are typically less than 300MB.

o A single mailing (batch) might span multiple files. The files will be uploaded in order and use a naming convention that denotes processing order. The resulting printed letters will need to be combined in the correct order for USPS presort purposes.

{SCF-1/V1/11.12.25} Page 9 of 44

Monthly Dividend Distribution Notices:

• Schedule o The schedule is pre-defined for the upcoming calendar year. See attachment C for the 2021 schedule.

o Generally, the print files will be transferred once per month on a Tuesday (with the corresponding weekly letter run) before 4pm. Letters are required to be delivered to the USPS on or before the subsequent Friday. The bulk of these letters will generate during the two mass payments in late September/early October; however, legislation was passed for the 2026 Dividend year that allows PFDD to send these letters electronically. We anticipate a significant reduction to the overall volume for these letter types. Because this is the first year of the legislation, PFDD has not been able to determine how much of a reduction it will be yet.

• Quantity o Each mailing is divided into batches (files) with a maximum of approximately 4050 letters. The quantity of pages varies between letters.

o Most monthly payment runs see 1 batch. Each letter can be from 1 to 5 sheets (2-10 pages). Letter separation uses a benchmark stripe on left margin.
