About this file
This document contains answers to contractor questions from a site visit related to Solicitation Number ISO198-23 for an arc flash study. The scope of the study involves performing arc flash calculations on all three-phase electrical services in buildings at 50 amps and higher back to the transformer feeding each building. Coordination for data collection will be handled through the designated point of contact, Ryan Metzger. Multiple teams may concurrently collect data from different buildings once scheduled. Awarded contractors will be responsible for providing any needed equipment such as ladders. The period of performance ends on September 30, 2024 and award decisions are expected in December.

Questions From Site Visit
| Contractor Name | Company | Question | Answer |
| Chris Fleming | 186 Engineering, LLC | 1. Some transformers and possibly some relevant high voltage switches are locked and have no info displayed. Please confirm how the awarded contractor will obtain the equipment ratings and/or configuration in a timely manner. | Access to the transformers will be thru Department of public works medium voltage supervisor. Coordination with him will happen thru Ryan Metzger and access will be granted timely. |
| 2. The bid options represent additional scope. Request that 1 month be added to the period of performance if all bid options are awarded. | The end of the period of performance is 9/30/24. | ||
| 3. Is there a site wide Facilities Branch and/or Maintenance Branch with electrical systems related personnel? | Access to NAVFAC DPW and facilities electrical will be available as needed. Coordination with these personnel must be initiated via Ryan Metzger. | ||
| 4. Please break down building 3330 areas (West, North, South, Central) with regard to square footage. | B3330 is a total of 3 levels. First level - 66,523 sqft, Second level - 99,455 sqft, Third level - 110,926 sqft. |
| Robert Arno | North Point Defense | 1. Will DPW/Utility be able to open pad mounted utility transformers to access the name plate data? | Yes, with coordination |
| 2. Will DPW/Utility be able to get the name plate data off the pole mounted transformers? | Yes, with coordination | ||
| 3. For equipment not reachable from the floor, will ladders be avialble for the contractor to use? | Contractor should plan to bring their own equipment to get to the heights needed to perform the study. |
| Rich Barcum | Cardinal Compliance | 1. In the previous Questions and Answers, the government indicated that the study's limits are “down to every 3 phase 50-amp circuit and higher back to the transformer feeding the building.” Can you please verify that this is what the government wants as it will not result in a fully compliant arc flash study? If so, what is the rationale behind setting these limits? | In the requirements posted on sam.gov, three phase is the lowest to evaluate in this study. |
| 2. Will site personnel be available to concurrently assist multiple data collections teams? | All coordination will happen via Ryan Metzger. Once a building has been scheduled, then the building POC can escort the awarded contractor in their respective building allowing for multiple building access simultaneously. | ||
| 3. If the bid options are awarded, will additional time be added to the period of performance to allow for their completion? | The end of the period of performance is 9/30/24. | ||
| 4. When does the government anticipate making a final award decision? | December timeframe |
| William J. Newby | Bold New Solutions Inc. | We are expected to perform the Arc Flash study in accordance with IEEE 1584-2018 and NFPA 70E 2024 Edition. SInce neither of these standards require Arc Flash calculations beyond three-phase services are you expecting the drawings we provide to include all electrical services in each building including single phase? | In the requirements posted on sam.gov, three phase is the lowest to evaluate in this study. |
| Are the electrical drawings you are requesting to be one-line drawings only? | Yes | ||
| What are the number of drops for each bus ducts, how high are the bus ducts, and do we need to include lift rental? | The number of drops per bus duct, if not noted during the site visit, will need to be determined during on site data collection. The heigth of the bus ducts varies from building to building. The estimated range would be between 8' and 16'. Ladders and/or lift rental will be the responsibility of the awarded contractor. | ||
| Will we be getting information for building 8000? | This building has been removed from the scope. Please reference the latest posting on sam.gov for accurate building list. |
