About this file
This document is an Amendment to Solicitation for General Electrical Services (Solicitation No. ISD-360852-RO) issued by Fermi Forward Discovery Group, LLC. The amendment, dated November 1, 2025, provides responses to clarification questions about the Request for Proposal (RFP). Key details include hourly rate expectations, billing guidelines, and operational requirements for electrical service providers. Specific clarifications cover vehicle inclusion in rates, prevailing wage considerations, training requirements, meeting billability, overhead costs, and joint venture submission protocols. The proposal is due on November 18, 2025 at 4:00 PM CT, and vendors are permitted to submit proposals as a team, with SAM.gov registration not being a mandatory requirement for vendor acceptance.
The Q&A document extensively addresses billing practices, specifying which activities are considered overhead versus billable hours. Notable clarifications include: vehicles and office equipment are included in overhead, daily meetings are billable, safety personnel hours are overhead, and badging process time is not billable. The amendment also confirms that companies can submit joint proposals with one serving as the General Contractor and another as a subcontractor, provided they clearly articulate roles and responsibilities in their work plan. Additional training requirements are outlined, with most trainings being typically optional but potentially required depending on specific task orders.

Responses to RFP Clarification Questions
1. Can trucks, service vans, pickup trucks, etc. be charged in the hourly rate or will they be billed separately? Vehicles should be included in the hourly rate and not billed separately.
2. Part of Prevailing Wages includes a $0.50/hour increase when working in RAD areas.
Is this included in the hourly rate? The lab will notify the subcontractor if a task requires RAD worker training. It is acceptable to present two separate rates to reflect this requirement.
3. Will additional training not listed in the RFP be included in the hourly rate or billed separately? Any additional training will be specified in the scope of work for each task order. These training costs should be included in the quote and billed at a fully loaded hourly rate. Additional training may include:
A. Fermilab Emergency Preparedness Training – Typically not required B. Export Control Awareness – Typically not required C. Introduction to Cybersecurity – Typically not required D. Ladder User Safety – Most subcontractors review our ladder safety training program E. Protecting Personal Information – Typically not required F. Sexual Harassment Awareness and Prevention – Typically not required G. Tunnel Hazard Awareness – Required for access to accelerator tunnels; will be confirmed at task order level if needed H. Work Planning and Controls – Typically not required I. Workplace Violence and Active Shooter/Threat Awareness – Typically not required J. Carbon Dioxide Safety – Required in one building; requestor will confirm if needed
4. Will daily meetings to discuss job priorities and progress be billable or will they be included in hourly rate? These meetings are billable.
5. Do estimates and site visits fall under overhead or hourly rate? These activities fall under overhead.
6. Do prework documentation including but not limited to fall protection, rescue plans, and hazard analysis fall under overhead or hourly rate? These items may be included in the estimate and billed under the hourly rate.
7. Are safety person hours billable hours or does it fall under overhead? Safety personnel hours are considered overhead, as most tasks fall under the Davis-Bacon Act and must be reflected in the certified payroll system.
8. Is it required to have an onsite mobile office and Conex box for material storage. If so, will those rental costs fall under billable hours or overhead? These costs should be included in overhead. Subcontractors who perform substantial work at the lab typically maintain a mobile office and Conex box.
9. If an onsite office is required, does office equipment such as computers, printers, etc.
fall under billable hours or overhead? Office equipment costs are considered overhead.
10. During the badging process, do the hours of filling out the badging application fall under billable hours or overhead? Time spent on badging applications is considered overhead.
11. Will a PO be assigned for hours outside of a job, i.e. badging and trainings or will those hours need to be assigned to a job? For badging, two hours should be included in the original task release. Badging is not considered a recurring cost, as each employee will typically complete the process only once for the duration of the subcontract. Additional training is identified during SOW development, those hours should be added to the estimate and billed at a fully loaded hourly rate.
12. Can Company A be the Offeror and GC with Company B as the sub-sub under company A? Yes, companies may submit proposals together, with Company A serving as the Offeror and General Contractor, and Company B as a subcontractor. The RFP template permits joint ventures, provided they clearly articulate how the required services will be delivered as outlined in the Statement of Work. Joint ventures must also clearly identify in the work plan the roles and responsibilities of each party involved in the joint venture, in accordance with the RFP.
13. Is it appropriate / would we be compliant with the RFP requirements to submit as a team, or is it best for Company B to be the Offeror vs. not having Sam.gov registration? Vendors may submit as a team. SAM.gov registration is not a requirement for vendor acceptance. Additional guidance on joint ventures can be found in Section 13, Part 3b of the RFP.
