About this file
This document is a Small Business Subcontracting Plan Review Checklist from Fermilab, dated 02/02/2021, which details requirements for federal contract subcontracting with small businesses. The checklist comprehensively outlines mandatory elements for developing a subcontracting plan, including goals for subcontracting with various small business categories such as veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses. The document provides a structured framework for contractors to demonstrate their commitment to supporting small businesses by detailing record-keeping requirements, outreach efforts, solicitation processes, and assurances of fair business practices.
The checklist covers critical aspects like identifying potential sources for subcontracting, maintaining records of solicitations and outreach, providing internal guidance to buyers, and ensuring timely payment to small business subcontractors. Key provisions include requirements to track subcontract awards, report achievements through the Electronic Subcontracting Reporting System (eSRS), and make good faith efforts to acquire supplies and services from small business concerns. The document serves as a comprehensive guide for contractors to develop and implement subcontracting plans that meet federal regulations, with checkboxes and comment sections to document compliance with each specified element.
