About this file
This document is a Notice of Intent to Award (NOIA) issued by the City of Sanford Purchasing Division for IRFQ 24/25-306 Catering Services. The notice indicates the City's intent to award catering service contracts to five vendors: Big Mike's Catering, Ian Scott Foods, Mission BBQ, Monica's Comfort Foods, and Too Jay's Deli. The Notice of Intent to Award is subject to final departmental approval and does not constitute a formal agreement, with the successful bidders not acquiring legal rights until a formal agreement is executed.
The document outlines that the City reserves the right to revoke the award if the apparent successful bidder fails to accept, negotiate, or execute the agreement. The City maintains sole discretion to award to the next lowest responsive and responsible bidder, reject all bids, cancel the solicitation, or re-solicit at a later time. The notice emphasizes that the City can cancel the Intent to Award at any time prior to executing a written agreement or purchase order, providing flexibility in the procurement process for the City of Sanford's catering services needs.
