About this file

This is an Invitation for Bid (IFB) form submitted to the State of Illinois for a procurement opportunity. The document serves as the formal offer submission vehicle through which bidders present their proposals in response to state solicitations. The form requires bidders to complete and submit all required documents as specified in solicitation document section A.1, with failure to meet stated requirements resulting in automatic disqualification. The document does not specify particular products or services, project timelines, quantities, response dates, or contract terms within the excerpted content provided, as these details would be contained in the referenced solicitation documents and Standard Terms and Conditions accessible through the Illinois Chief Procurement Office website.

The IFB form addresses preferences available under the Illinois Procurement Code, allowing bidders to claim applicable preferences such as Illinois Business Preference or Domestic Product Preference by completing required affidavits or designating items accordingly. Bidders may submit exceptions to standard contract terms and conditions through a redline version of the Standard Terms and Conditions, which the State may accept or reject at its discretion. The form requires completion and signature by an authorized representative of the bidding entity, with the submission constituting a binding offer to perform in full compliance with the solicitation requirements. Specific pricing, set-asides, funding sources, contract duration, and renewal options would be detailed in the complete solicitation package and associated exhibits.
