About this file
This is a Procurement Scope of Work/Project Requirements document issued by the Illinois Department of Natural Resources, Office of Law Enforcement, dated February 5, 2026. The Illinois Conservation Police seek to procure twelve replacement outboard boat motors of various sizes and horsepower to replace motors that have reached end of life. The procurement includes seven line items with specific motor specifications: three 150HP motors, one 70HP motor, one 115HP motor, one 50HP motor, two 200HP motors, two 150HP motors, and two 250HP motors. All motors must be brand new, four-stroke engines with functional hour meters and equipped with specified features including power trim and tilt systems, remote or tiller steering, and digital gauges with SmartCraft technology compatibility where applicable. Successful bidders must be licensed boat dealers and certified vendors for the manufacturers they propose. Award will be made to the lowest compliant bidder by line item, with each line awarded separately. Deliveries must occur by June 30, 2026, with vendors required to provide two weeks' notice of completion dates. The Illinois Conservation Police will handle installation at the vendor's facility and pickup upon completion.
All bid costs must include installation, equipment, training on operation and maintenance, two copies of operator and maintenance manuals, and standard manufacturer warranties. Vendors must submit complete manufacturer specifications, make, model numbers, and descriptive literature with their bids. A minimum of fifty-one percent of work must be completed by the prime contractor. Bids may be submitted electronically through BidBuy, with specific bid submittal dates and times referenced on that platform. The procurement allows for "or equal" product submissions with detailed documentation required to demonstrate equivalency to specified brand names and models. Vendors must be authorized wholesalers or retailers of the products provided under the contract and provide warranty information and training upon delivery.
