About this file

This is a Request for Proposals (RFP) issued by the Oregon Military Department for invasive species removal and control services at Camp Adair, a 527-acre active military training installation in Benton County, Oregon. The project seeks contractor proposals to remove and control woody invasive species (Himalayan blackberry and poison oak) and non-woody herbaceous species (knapweed, English ivy, tansy ragwort, and thistle) across a priority area of approximately 70 acres, with potential expansion to 350 acres depending on funding availability. Acceptable removal methods include mechanical approaches such as mulching, pulling, and cutting, as well as chemical treatments or combinations thereof. A mandatory pre-offer conference was held on September 10, 2024, at Camp Adair's main gate, with proposals due by September 16, 2024, at 2:00 PM PT. The agency anticipates issuing a Notice of Award approximately September 18, 2024. The contract will have an initial one-year term with options to renew for up to two additional years. Work is preferred to be completed in Fall 2024 but may continue through Spring 2025, with all work required to be completed by September 30, 2025. Camp Adair will be accessible Monday through Friday, and the project area may be closed for up to one week in September or October for prescribed fire activities.

Offerors must submit cost information separately on the Cost Sheet, providing per-acre pricing for woody species removal and per-acre pricing for non-woody herbaceous species removal, with costs fully loaded to include labor, materials, equipment, transportation, administrative charges, profit, overhead, and all other expenses. Evaluation will be based on 600 total points: 200 points for experience in similar Willamette Valley projects within the past five years and project scheduling capability, 300 points for the quality of the work plan including methodology justification and safety compliance procedures, and 100 points for cost competitiveness calculated against the lowest bidder's proposal. All herbicide applicators must maintain current Oregon Public Pesticide Applicators Licenses in the forest applications category and comply with federal and state regulations, with Crossbow being pre-approved and preferred. Offerors must provide at least three references, proof of insurance, and a completed W-9 form. The solicitation encourages participation from certified small businesses, including disadvantaged, minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses, with potential requirements for a Certified Disadvantaged Business Outreach Plan. The agency reserves the right to conduct additional rounds of competition, including presentations or best and final offers, and may award the contract to one or more responsible offerors or cancel the solicitation at any time in the best interest of the State.

2.3 OVERVIEW AND PURPOSE

Camp Adair is an active, 527-acre Oregon Military Department training installation located in northern Benton County, at 39432 Rifle Range Road, Corvallis, Oregon 97330. It is located 13 miles north of Corvallis and two miles west of 99W. Camp Adair is situated primarily on moderate to steep hill terrain and contains areas of oak woodlands, ash woodlands, mixed conifer-deciduous forest, and wet- and dry-prairie. To improve the mission utility at Camp Adair, OMD is seeking proposals for removal and control of woody and non-woody invasive plant species.

2.4 SCOPE OF WORK/SPECIFICATIONS

The project area includes a priority area of approximately 70 acres with a maximum 350 acre area in need of treatment. See Figure 1 for project area and Figure 2 for photos. Woody species include Himalayan blackberry and poison oak. These species are found in higher densities along forest openings and edges and along roadsides and decrease as forest canopies increase and understories become more shaded. Non-woody broadleaf species may include but are not limited to knapweed, English ivy, tansy ragwort, and thistle. These herbaceous species are found throughout the project area in smaller patches or are scattered. Proposals should focus on using the most effective methods to reduce regrowth and avoidance of non-target species.

Acceptable methods for removal and control may include mechanical, such as mulching, pulling and cutting, chemical controls, or a combination of mechanical and chemical treatment. Unless mulching is proposed, all mechanically and chemically treated woody plants must be removed. If chemical treatment is proposed, the timing of any spraying and type of chemical applied must result in the least impact on non-target species while maximizing impacts to the target species. If chemical treatment is proposed, all herbicides must be pre-approved by OMD staff to ensure compliance with the OMD federal pesticide use list. Crossbow is pre-approved and preferred. However, if a chemical other than Crossbow is proposed, provide the name, EPA registration number and description of why the chemical is proposed for use in place of Crossbow.

Vehicles are authorized for use along established paved and dirt roads. Off-road will be authorized for rubber tracked or tired equipment only in order to minimize excessive disturbance to tree roots and roads. No equipment is permitted off-road when soil conditions will result in rutting is more than 6-inches in depth to avoid resource damage.

Camp Adair will be accessible for project activities Monday through Friday. The project area may be closed for up to one week in September or October for a prescribed fire event that will be conducted on adjacent areas of the installation.

Contractor shall:

1. Attend a project kick-off meeting, within 14 business days following contract award and

Notice to Proceed, at Camp Adair or another mutually agreed location.

2. Coordinate access onto Camp Adair on a daily basis, with the Camp’s Range Control Officer

(503) 745-3569 or Point of Contact (“POC”) provided by OMD.

3. Agree to weekly inspections by OMD staff and to a final on-site walk thru inspection once final treatment has been completed.

4. For all Herbicide Treatment,

a. Maintain a current Oregon Public Pesticide Applicators License in the appropriate category for forest applications and comply with all state and federal regulations. A copy of the license must be provided in the Proposal.

b. Apply herbicides at the rates and for the site conditions and/or land usage specified on the label of the product being used.

c. Follow all label directions; the label is the law.

d. Comply with all Federal, State, and local laws and regulations.

e. Possess a valid driver’s license or identification for site access.

f. Be responsible for providing all chemical, storage and disposal in compliance with federal and state laws.

g. Complete and submit a fillable pesticide reporting form, AGO Form 200-1-16 (Exhibit B) or equivalent form, after providing contract services. Completed AGO Form 200-1-16 should be sent electronically to the Oregon Military Department Project Lead prior to final invoicing.
