About this file
This document is a Notice of Intent to Award a contract by the Oregon Department of Administrative Services (DAS) Procurement Services and the Oregon Liquor and Cannabis Commission (OLCC) for a Distilled Spirits Supply Chain (DSSC) solution. The contract is intended to be awarded to Accenture, but may go to Deloitte Consulting if negotiations with Accenture fail. The procurement was conducted through a competitive Request for Proposals (RFP) process, with Proposals evaluated and scored in two rounds. The State reserves the right to withdraw the Notice and re-solicit the OLCC DSSC if negotiations fail. The contract will be for the OLCC Distilled Spirits Program to meet the agency's goals.
The Notice provides details on the protest process, with Proposers having 7 calendar days to submit a signed protest if they believe they were adversely affected by the selection. The State appreciates the effort of all Proposers and encourages them to monitor Oregon Buys for future business opportunities. No other details on pricing, funding, or the current environment are provided in this document.

From:
Nicholas Betsacon, IT Procurement Strategist and Single Point of Contact
Department of Administrative Services, Procurement Services Re:
Notice of Intent to Award: Request for Proposals S-DASOBO-00008678 (the "RFP") Pursuant to provisions under Section 5.1 of the RFP, Award Notification Process, the State of Oregon, Department of Administrative Services ("DAS"), Procurement Services (“DAS PS”) and the Oregon Liquor and Cannabis Commission (“OLCC”) Evaluation Committee ("Committee") have completed evaluation of all required submissions from the two (2) Competitive Range Proposers. Based upon the results of this evaluation, DAS PS and OLCC now announce an intent to award a contract for OLCC DSSC to Accenture. This notice of intent to award ("Notice") is conditional.
The State will not execute a contract with Accenture unless Accenture satisfies provisions under Section 5.3 of the RFP, Apparent Successful Proposer Submission Requirements, and the State and Accenture negotiate mutually acceptable final contract terms and conditions, including scope and price, according to the relevant provisions of the RFP (including as amended). The parties must satisfy the conditions within a reasonable period from the date of this Notice.
In the event the planned negotiations fail, the State reserves the right to withdraw the Notice and re-solicit for OLCC DSSC. In the alternative, the State may choose to commence contract negotiations, according to the relevant provisions of the RFP, with the next highest ranking Proposer, Deloitte Consulting.
The Committee reviewed, evaluated and scored the Proposals in accordance with scored evaluation in two (2) rounds as follows:
1. Round 1 for Administrative Proposal and Technical Proposals; and
2. Round 2 for System Demonstrations, Revised Price Proposals, and Sample Contract Redlines.
Scoring for Rounds 1 and 2 are shown in RFP Amendments 4 and 5, respectively.
The SPC releases the Notice via Oregon Buys and by emailed delivery to the Proposers’ named representatives as of the date noted above. A Proposer who claims to have been adversely affected by the selection of a competing Proposer has seven calendar days from the date of this Notice in which to deliver a signed protest to DAS PS through the SPC. Protest submission procedures are set out in the RFP at its Section 5.2, Intent to Award Protest. Proposers may use an electronic signature copy via email to satisfy the protest submission deadline.
DAS PS will address all protests that are timely submitted in accordance with ORS 279B.410. Within a reasonable time following DAS PS’ receipt of any protests, DAS will issue a written decision to the Proposer who submitted the protest. DAS PS will not consider protests that do not include the information required under ORS 279B.410.
DAS PS appreciates the time, resources and effort that all Proposers expended in responding to the comprehensive submission requirements throughout the long course of this procurement. On behalf of the State of Oregon, DAS PS encourages all Proposers to refer to Oregon Buys for future business opportunities with the state.
Please contact me with any questions regarding this decision.
