This document is Amendment No. 3 to Request for Proposal (RFP) S-DASOBO-00008678 for an Integrated Distilled Spirits Supply Chain Solution for the Oregon Liquor & Cannabis Commission (OLCC) Distilled Spirits Program. The Amendment provides notice of the upcoming Proposal submission deadline of February 5, 2024, by 5 p.m. Pacific Time, and answers an additional question submitted by prospective Proposers. The RFP seeks a Web-based Software as a Service (SaaS) solution to meet the goals of the project. The jurisdictions involved are Marion County and the City of Salem.
The Amendment specifies the submission requirements, including submission through OregonBuys or other secure electronic means, and the need to identify any portions of the Proposal that are exempt from public disclosure. Prospective Proposers are requested to email their intention to submit a Proposal to the Single Point-of-Contact. The Amendment also indicates that OLCC typically manages 2,000 to 4,000 distinct SKUs per store location.

The purpose of this Amendment No. 3 (“Amendment”) to the RFP is to:
1. Provide courtesy notice of the upcoming Proposal submission deadline of February 5, 2024, by 5 p.m. Pacific Time.
2. Provide an answer to one additional timely submitted question.
1. UPCOMING PROPOSAL SUBMISSION DEADLINE FOR RFP S-DASOBO-00008678, OLCC DSSC SOLUTION.
I am using this notice to alert prospective Proposers intending to submit a Proposal in response to RFP S-DASOBO-00008678, OLCC DSSC SOLUTION, that the deadline for submitting any such Proposal is quickly approaching: February 5, 2024, by 5:00 p.m. Pacific Time. RFP Section 4.5.1, OregonBuys Electronic Submission or Other Electronic Media, provides direction on the manner of submission:
4.5.1 OregonBuys Electronic Submission or Other Electronic Media Proposal submission must be submitted electronically either through OregonBuys at: https://OregonBuys.gov/ or through other electronic media as described below. Electronic submission via OregonBuys is preferred. Detailed instructions on how to submit a Proposal can be found at OregonBuys Vendor Formal Solicitation Response.pdf Proposer may also choose alternative means of electronic submission via a secure USB drive delivered to the SPC by mail, parcel carrier, in person; or via digital files attached to an electronic mail submission to the email address of the SPC. In the case of submission via a secure USB drive or hard copy delivered to the SPC by mail, parcel carrier, or in person, such submission must be clearly labeled and sealed in an envelope, package, or box as appropriate to the device. The outside of the sealed submission must clearly identify Proposer’s name and the RFP number. It must be sent to the attention of the SPC at the address listed on the Cover Page.
Note that Proposer shall advise the SPC of any such submission by “Other” electronic media prior to the Opening (Proposals Due) Date and that delivery must be directly coordinated with the SPC in advance of such submission.
Regardless of the method of submission, if Proposer believes any of its Proposal is exempt from disclosure under Oregon Public Records Law (ORS 192.311 through 192.478), Proposer shall use

Price Proposal information must be submitted as a separate response file in a form materially, substantively identical to RFP Attachment E (it may be submitted as a separate file on the same USB drive, but clearly marked as the Price Proposal and separately retrievable from other files on the drive).
Finally, for prospective Proposers who are developing and plan to submit a Proposal by the deadline, please email such intention to the SPC as soon as possible. Such advance notice is requested as a means of planning for management of activities on the deadline submission date.
