This document appears to be instructions for entering a quote on a no cost contract to the State. The related state and local contract opportunity involves a vendor providing alternative purchasing options, including online ordering and point of service devices, for persons seeking vital records. This is a no cost contract to the State, as the vendor will collect fees for vital records as established by the Department of Public Health-Vital Records.

The pricing and payment terms for this contract indicate that the vendor will not charge the State for these services. Instead, the vendor will collect fees directly from customers for the vital records purchases. There are no set asides or incumbent information provided, and the funding requirements and sources are not specified, as this is a no cost contract to the State.

Text version

In BidBuy, a no cost contract to the State must be entered slightly different. Instead of entering the price in the Unit Cost field, vendors must utilize the Alternate Description field and the No Charge option.

The screenshot below shows what the system looks like as a vendor is submitting a quote. Please enter the Unit Cost in the highlighted Alternate Description field and be sure to click the No Charge box that is also highlighted. Leave the Unit Cost field blank.
