About this file

This document is an Amendment 2 Response to Vendor Questions for IFB #20-482DPH-POLPL-B-12668, which is for Vital Records Ordering Services issued by the Illinois Department of Public Health. The solicitation has a 2% Business Enterprise Program (BEP) goal, and the vendor must subcontract 2% of the total contract value to a certified BEP vendor to meet this goal, even though the contract is at no cost to the state. The vendor will make available alternative purchasing options for persons seeking vital records, including online ordering and a point of service device for Vital Records staff to process credit card payments. The customers will pay for the vendor's services, and the vendor will collect the fees for vital records as established by the Department of Public Health-Vital Records.

The pricing terms for this no-cost contract to the state are that the vendor will collect fees for vital records from customers, and there is no cost to the state. The solicitation has a 2% BEP goal, which the vendor must meet by subcontracting 2% of the total contract value to a certified BEP vendor.

Response to Vendor Question:

1. This solicitation – Illinois Department of Public Health Vital Records Ordering Services has a 2% BEP goal. This is a $0 contract. What is your recommendation in terms of filing this paperwork?

a. The contract is not $0. It is no cost to the state because the customers will pay for the services. There is still a value to the contract and to the vendor. You must subcontract 2% of the total value to a certified BEP vendor to meet the goal.
