About this file

This is a Questions and Answers document for Indian Health Service (IHS) Solicitation IHS1526687 addressing propane supply services for Peach Springs Health Center in Peach Springs, Arizona. The document clarifies specifications regarding three service locations: Main Clinic at 943 Hualapai Way (equipped with two 1,000-gallon tanks and one 500-gallon tank) and two Government Quarters locations at 940 and 938 Hualapai Way (each equipped with one 499-gallon tank). Annual propane consumption across all locations is approximately 5,500 gallons. All tanks are Government-owned, and the incoming contractor is responsible for supplying propane only, with no responsibility for tank supply, leasing, maintenance, or replacement. The contract is structured as a firm-fixed-price award based on per-gallon pricing, with vendors expected to price based on the stated 5,500-gallon annual consumption estimate, though actual consumption may vary and will be evaluated accordingly.

Key operational requirements include delivery hours limited to 8:00 a.m. to 5:00 p.m. on weekdays, with remote-controlled gate access available only during these hours. Government Quarters 1 and 2 are invoiced under a single account through the IPP system, with invoices itemizing delivery location and gallon quantity. Contractors may install remote tank monitoring devices if desired. Pricing must remain firm for each annual period unless otherwise specified, with no economic price adjustment provisions. Contractors may modify the Government-provided pricing spreadsheet for accuracy purposes, and vendors should verify formulas referenced to 2,080 hours are correctly calculated.

1. What is the exact gallon capacity of the existing propane tank located at the Main Clinic (943 Hualapai Way)?

· Two 1000 gallon and one 500 gallon tanks located at 943 Hualapai Way (Clinic).

2. What are the exact gallon capacities of the existing propane tanks located at Government Quarters 1 (940 Hualapai Way) and Government Quarters 2 (938 Hualapai Way)?

· For our Government Housing units we have two 499 gallon tanks.

3. Could you provide the total historical propane volume (in gallons) consumed across these three locations over the previous 12-month period?

· Around 5500 gallons annually.

1. Please provide the historical propane consumption, preferably by month and location, for the Main Clinic and Government Quarters.

· According to the hospital, the annual consumption is roughly 5,500 gallons total per year.

2. Are offerors expected to submit a fixed annual price, a per-gallon price, or an estimated annual price based on projected gallon usage?

· This will be a firm-fixed-price contract.

3. If pricing is based on gallons delivered, what estimated quantity should offerors use for each contract year?

· All interested vendors were notified in the solicitation that the annual consumption is 5,500 gallons, so I am going to assume that the pricing reflects that quantity; however, it will be evaluated based on a per-gallon price, given that all vendors assumed an annual consumption of 5,500 gallons.

4. Are the five propane tanks Government-owned, Government-leased, or owned by the incumbent propane supplier?

· These are government-owned tanks.

5. Will the incoming contractor be responsible for supplying, leasing, inspecting, maintaining, or replacing any tanks, regulators, monitors, or related equipment?

· Based on the SOW, contractors are responsible for supplying propane only.

6. Are remote tank monitors currently installed? If not, may the contractor install monitoring devices?

· No remote monitors, may install.

7. What emergency-delivery response time is required?

· Monitored by fuel percentage when needed in advance.

8. Are there any access limitations, delivery-hour restrictions, gate requirements, badging requirements, or road conditions that suppliers should consider?

· Delivery hours 8:00 am to 5:00 pm weekdays remote control gates are locked outside these hours.

9. Should Government Quarters 1 and 2 be invoiced separately, even though they share the same account number?

· This will be invoiced through IPP under the same account. Your invoice will show which location the propane was delivered to and how many gallons were delivered.

10. Please confirm whether the formulas contained in the revised price schedule are correct, particularly the option-year formulas that reference 2,080 hours.

· Formulas used in Excel should be modified. If there is an existing formula in place, it may be inaccurate.

11. May offerors modify the pricing formulas or unit descriptions in the Government-provided spreadsheet?

· For a more accurate quote, you may modify it as needed.

12. Is propane pricing subject to an economic price adjustment based on a published propane index, or must pricing remain firm for each annual period?

· The pricing must remain the same unless otherwise stated.
