About this file

This is a Local Business Preference submittal form for the City of Austin, Texas, related to a Traffic Flares contract opportunity for the Austin Police Department. The form outlines the City's Local Business Preference Procurement Program, which is designed to encourage local business participation in City solicitations. Offerors meeting specified criteria are encouraged to complete and submit this form with their bids, though participation is optional and not required to respond to the solicitation. The Local Area is defined as the Austin-Round Rock-San Marcos Metropolitan Statistical Area, encompassing all areas within Bastrop, Caldwell, Hays, Travis, and Williamson counties.

The form requires offerors to certify their headquarters location and confirm that they meet the definition of a Local Business, meaning their headquarters must be located within the defined Local Area. Offerors must identify whether their headquarters serves as the location of owners or leadership providing direction and management, or as the entity's Administrative Center where important business and operational activities are managed, or both. The City reserves the right to request additional information to verify an offeror's headquarters location and may withhold any available preference if information is found to be incorrect. Intentional misrepresentation may result in disqualification from consideration as a responsible offeror, and if discovered after contract award, the City may void the contract. Note that Local Business Preference may not be allowable in solicitations subject to federal funding.

Note: Local Business Preference may not be allowable, and will not be provided, in solicitations subject to federal funding.

1 Instructions. Offerors meeting the following criteria (both) are encouraged to complete this form and include it with their Offer. Participation in this program or completion of this form is not required to respond to this solicitation.

A. Local Business. The City defines a Local Business as any person or corporate entity with Headquarters located within the Local Area.
