About this file

This is a Subcontracting Plan form submitted to the City of Austin's Small and Minority Business Resources Department (SMBR) in accordance with the City's Minority and Women-Owned Business Enterprises (M/WBE) Procurement Program under Chapters 2-9A/B of the City Code. The solicitation pertains to HVAC and Facility System Parts to be provided on an as-needed basis to support Austin Aviation's multiple HVAC and facility systems that are critical to airport operations in Texas. The SMBR reviewed this solicitation and determined that no M/WBE subcontracting goals could be applied due to insufficient subcontracting opportunities and inadequate availability of certified M/WBE firms to meet the project requirements.

Offerors responding to this solicitation must indicate whether they intend to use subcontractors and comply with applicable M/WBE Program procedures. Those using certified M/WBE subcontractors must verify certification status through SMBR. Alternatively, offerors using non-certified subcontractors must first demonstrate Good Faith Efforts by contacting SMBR for an availability list of certified M/WBE firms, contacting all listed firms within the Austin Metropolitan Statistical Area using at least two communication methods with a seven-day response period, following up with responding firms, advertising the subcontracting opportunity in local publications, and engaging community organizations to solicit M/WBE participation. All subcontractors must be listed in the subcontracting plan submitted with the sealed offer, and any subcontractors added after contract award require prior City approval through a Request for Change form and adherence to Good Faith Efforts if applicable.
