About this file

This is a Living Wage Certification submittal document issued by the City of Austin, Texas, pursuant to Rule R161-17.14, applicable to a vehicle painting, dent repair, and refinishing services contract. The document establishes wage requirements and compliance procedures for contractor and subcontractor employees assigned to the City contract. All contractor employees and subcontractors at every tier directly assigned to the contract must be compensated at a minimum living wage of $22.05 per hour, unless higher published wage rates are specified in the solicitation. Contractors must provide a certified list of all assigned employees with their names and job titles at the time of offer submission, and this list must be updated throughout the contract term as necessary.

Contractors must submit individual Employee Certifications for all assigned personnel within 30 days of contract execution, signed by each employee, with forms available through the City's Living Wage Program website. Annual recertifications are required on the anniversary date of contract execution, and additional certifications must be submitted for any new or changed employees. The City Contract Manager retains the right to periodically review submitted employee data and access employment records to verify compliance. Violations of the living wage provision require contractors to pay affected employees the amount of wage deficiency for each day the violation continues. Willful or repeated violations, fraudulent statements on certifications, or retaliation against employees reporting non-compliance may result in contract termination for cause, suspension or debarment of the contractor, or legal action.
