About this file
This is a Scope of Work and Specifications document for Invitation for Bid 26N-0917 issued by Mohave, a consortium serving approximately 480 public agencies across Arizona. The solicitation seeks qualified vendors to provide comprehensive synthetic and natural turf sports field systems and related services, including new installations, replacements, renovations, repairs, and maintenance services for athletic facilities such as football, soccer, baseball, softball, lacrosse, rugby, field hockey, golf, practice fields, and multi-sport facilities. The contract will be awarded for an initial one-year term with four potential one-year extensions. Vendors must hold a current Arizona Registrar of Contractors license (A General Engineering, B-1 General Commercial Contractor, KB-1 Dual Building Contractor, or CR-21 Hardscaping and Irrigation System, with CR-67 Low Voltage Communication Systems if applicable), or provide evidence of pending application. Bidders may submit partial bids and may offer material-only bids with appropriate deviations noted. The specifications reference known acceptable manufacturers including ACT Global, AstroTurf, FieldTurf, Hellas, Polytan, Shaw Sports Turf, Sprinturf, and Tarkett Sports but explicitly allow equivalent alternate solutions subject to Mohave's final approval.
The specifications require vendors to comply with current applicable industry standards including ASTM, EPA, FIFA, NCAA, NFHS, SFMA, and World Athletics standards. Synthetic turf systems must include non-toxic fibers, primary and secondary backing, shock-absorbing components, and appropriate infill materials such as silica sand, crumb rubber, ground cork, or alternative options. Natural turf services encompass soil preparation, species selection, establishment methods, and ongoing maintenance. Vendors must provide safe and functional surfaces with appropriate traction, stability, impact absorption, and durability; design and construct proper drainage and irrigation systems; perform final inspections prior to project closeout; and provide maintenance recommendations, optional periodic services, field striping, testing services, and accessories. All exceptions and deviations from specifications must be clearly documented on the Scope of Work and Specifications Acceptance Form, with Mohave retaining sole authority to determine acceptability.

Invitation for Bid 26N-0917
Synthetic and Natural Turf Sports Field Systems Scope of Work Specifications
SPECIFICATIONS
Purpose of specifications: Specifications are designed to enable bidder to satisfy a requirement for a product, material, process, or service. A specification may be expressed as a standard, part of a standard, or independent of a standard. No specification is intended to limit competition by eliminating items capable of satisfactorily meeting the requirements of the procurement. If bidder believes a specification is unnecessarily restrictive, bidder must notify Mohave prior to specified bid due date and time.
Partial bids: Mohave may consider partial bids for award of a contract.
Use of brand names: Brand names, trade names, model numbers, and/or catalog numbers may be used to describe the standard of quality, performance, and other characteristics needed to meet member requirements. Use of the name of a manufacturer, brand, make, or catalog number is not intended to limit or restrict competition, nor does it restrict bidder from the submission of brand equivalent offers. However, Mohave reserves the right to decide whether alternatives are equivalent to the materials and/or equipment described in the solicitation. Mohave shall be the sole judge of equivalent quality, and Mohave’s decision shall be final.
Compliance with specifications: Bidders shall offer products, materials, processes, or services they believe meet the specifications. The fact that a manufacturer, supplier, or bidder chooses not to produce or provide product, material, process, or services to meet the specifications shall not be considered sufficient cause to adjudge the specifications as restrictive.
