About this file
This Anti-Lobbying Certification Form is a required compliance document for IFB 26N-0917, a Synthetic and Natural Turf Sports Field Systems solicitation issued by Mohave (a consortium of approximately 480 public agencies across Arizona as of August 19, 2026) to establish statewide contracts for turf systems. The procurement involves an initial one-year contract term with four potential one-year extensions, with eligible members listed in the accompanying documentation. The scope of work specifies quality standards and performance characteristics based on known acceptable manufacturers including ACT Global, AstroTurf, FieldTurf, Hellas, Polytan, Shaw Sports Turf, Sprinturf, and Tarkett Sports, though bidders may propose alternate solutions meeting the specified quality and performance criteria. Bidders must provide evidence of a current Arizona Registrar of Contractors license (A General Engineering, B-1 General Commercial Contractor, or KB-1 Dual designation) to utilize similarly licensed subcontractors.
The Anti-Lobbying Certification certifies that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or their employees in connection with this contract award. Offerors must comply with 31 U.S. Code § 1352 and 2 CFR § 200.450, and those paying non-federal funds for lobbying activities must submit OMB standard form LLL with their bid. All subcontract awards exceeding $100,000 require similar certification and disclosure from recipients. Non-compliance with these requirements subjects violators to civil penalties ranging from $10,000 to $100,000 per failure.
