About this file
This is Addendum 1 to an Invitation for Bid (IFB) issued by the City of Austin for bulk industrial gases and pressure vessel rental services. The City seeks a contractor to furnish and deliver specified industrial gases (hydrogen and nitrogen) and provide rental, mobilization, demobilization, and installation services for two pressure vessels to support municipal operations on an annual basis. Bids are due August 18, 2026. The contract term is one year with potential renewal options exercisable at the City's discretion. The addendum modifies the original IFB documents and should be reviewed in conjunction with all other bid materials to ensure compliance with updated requirements.
Pricing must be submitted on a firm, fixed-rate basis covering all delivery, installation, and tank-management costs. No set-asides or mandatory preferences apply; however, contractors are encouraged to utilize certified Small Business subcontractors where possible. No incumbent has been identified. Contractors must comply with mandatory certifications including debarment status, collusion and conflict-of-interest attestations, wage-theft compliance under Austin City Code Chapter 4, and cyber-security requirements. Comprehensive insurance is required, including Worker's Compensation with $1,000,000 Employer's Liability limits, Commercial General Liability of $2,000,000 per occurrence and $5,000,000 aggregate, Automobile Liability of $1,000,000 combined single limit, Umbrella/Excess Liability of $5,000,000, Professional Liability of $1,000,000, and Environmental Impairment/Pollution Legal Liability of $1,000,000. All insurance providers must maintain an A.M. Best rating of B+VII or better and be authorized in Texas, with the City named as additional insured and 30 days' advance cancellation notice required. Funding derives from the City's operational budget.
