About this file

This is a Small Business Preference submittal form for the City of Austin related to an Invitation for Bid (IFB) for precast concrete manholes required by Austin Energy for underground transmission, distribution, and communication systems. The form is optional and designed to encourage small business participation in City solicitations. Offerors may voluntarily identify themselves as recognized small businesses to potentially receive procurement preference incentives.

The Small Business Preference Program recognizes two categories of eligible participants: Small Business Primes, which are businesses holding recognized certifications that comply with the U.S. Small Business Administration's Small Business Size Standards and receive full preference, and Small Business Subs, which are non-small businesses that partner with one or more certified small business subcontractors meeting or exceeding five percent of the total contract amount and receive partial preference. The City of Austin recognizes certifications from specific entities as outlined on its Small Business Program webpage. Offerors must complete the certification section of the form, providing their certifying entity name, acronym, certification number, and expiration date, or alternatively declare they are not a small business and complete an attached Subcontracting Plan. The City reserves the right to verify certifications by contacting certifying entities and may withhold preference or disqualify offerors for intentional misrepresentation, or void contracts if misrepresentation is discovered post-award.
