1.0 Standard Form (SF) 1449

SF1449-Solicitation/Contract/Order for Commercial Items will be Attachment 01. Acknowledgment will be required by dating and signing the SF1449 and submitting the document via e-mail to Tracie Gutierrez at tracie.gutierrez@gsa.gov with proposal package by proposal due date. Any amendments made to the solicitation will require amendment acknowledgment at the time the amendment is issued.

1.1 Price Schedule

Price schedule excel sheet is attached to this solicitation at Attachment 02-Price Schedule.

This Request for Proposal (RFP) is expected to result in one contract award. The contract will include Firm Fixed Price (FFP) for required non-personal services and not to exceed (NTE) CLINs for overtime and travel as described in Attachment 02 The pricing schedule (Attachment 02) is broken out into two tabs per period of performance. The first tab will indicate the rates/hours to be proposed against (do not add or delete any labor categories) and the second tab will indicate the line items per month or lot. Do not fill in the bottom of the spreadsheet under tab 1 labeled “Proposed Total Evaluated Price” and Tab 2 Task Line Items as they are already formulated. The line items with the estimated hours are based upon historical data as depicted in Attachment 03.

COMMANDER, 3rd MARINE AIRCRAFT WING (3RD MAW) SCHEDULED AND UNSCHEDULED, AND “O” LEVEL MAINTENANCE SUPPORT OF VMFAT-101, MCAS MIRAMAR, CA

PREPARATION DATE: 16 December 2014

PREPARING ORGANIZATION: COMMANDING OFFICER, VMFAT-101

1.0 INTRODUCTION

The purpose of this Performance Work Statement (PWS) is to define the requirements for Aircraft “O” Level Maintenance support and functions of the Maintenance Control, Quality Assurance, Phase, Corrosion Control, Logs and Records Clerks, , and Supply. . The aircraft maintenance will be utilized aboard Marine Corps Air Station, Miramar, CA, at Marine Fighter Attack Training Squadron 101 (VMFAT-101) with a mission to train F/A-18 aircrew on the F/A-18 A/B/C/D Hornet.

1.1 SCOPE

Work in this PWS will be accomplished for Aircraft Maintenance functions for the squadron shown below. The workload attachment (03) shall be used to determine the applicability of each task. The contract personnel shall be fully integrated with the work centers of the maintenance department or as directed by the Aircraft Maintenance Officer (AMO) to best meet the requirements of the squadron. The contractor shall be in compliance with all Naval Aviation Maintenance Program (NAMP) standard operating procedures and all maintenance directives.

The most important Contractor objective is to provide safe flyable aircraft to execute the unit’s daily flight schedule. The Contractor is advised the daily flight schedule could change due to aircraft availability, weather and other factors. The Contracting Officer Representative (COR), Ground Government Flight Representative (GGFR) or Maintenance Control Representative (MCR) will provide at a minimum a 24 hour notice to schedule changes.

Flying schedules and Type/Model/Series (TMS) aircraft assigned are the driving factors behind the work to be performed. Site specific aircraft inventories, projected sortie generation rates, workload, site-specific detachments, and standard squadron working hours/shifts are documented in the attachments. The number of detachments in a given year and operating areas often change; reference attachments 04-Operational Data.

2.0 APPLICABLE DOCUMENTS/DIRECTIVES

2.1 Work to be Performed: All work performed by the Contractor shall be accomplished in accordance with applicable publications, technical directives, instructions, standards, and procedures contained in pertinent manuals utilizing blueprints, drawings or schematics as provided by VMFAT-101 through the Contracting Officer’s Representative (COR). All applicable technical manuals, forms, publications, bulletins, directives, specifications, standards, and field procedures guides shall be utilized and will be provided. The Contractor shall be required to correct any contractor rework discrepancies noted as authorized by the VMFAT-101 COR at no additional cost to the Government. (Attachment 05-Applicable Directives)

2.1.1 Contractor Notification: The Contractor shall notify the Contracting Officer if any changes required by a revision to the documents cited in 2.1, above, directly impacts the contract price of the contract. This notification shall be made and funded prior to any work being performed against that revision.

3.0 TECHNICAL/PERFORMANCE REQUIREMENTS

The Contractor shall perform requirements in a manner that meets or exceeds CNAFINST 4790.2 Series, applicable Naval Aviation Maintenance Program Standard Operating Procedures (NAMPSOPs) and local NAMPSOP instructions. The Site Lead or Site Manager shall sign Contractor personnel qualifications and certifications for Contractor employees.

4.1 Other Programs Requiring Compliance: Ground Operating Procedures (GOPs) developed by the Contractor, identified in Defense Contract Management Agency (DCMA) 8210.1/NAVAIRINST 3710.1, shall be approved by the Ground Government Flight Representative (GGFR), within 30 calendar days from the start of direct labor performance. In case of conflict between instructions, the order of precedence shall be: Contract, NAVAIRINST 3710.1, GOP’s and service instructions.

4.1.1 Maintenance Control: The contractor’s maintenance controller will support the maintenance efforts by scheduling, directing and verifying the actions necessary to retain or restore material or equipment to a serviceable condition with a minimum expenditure of resources. To meet the above requirement, prior to being designated in activities that use OOMA, all personnel authorized to approve WOs or personnel authorized to certify aircraft Safe for Flight shall complete the Naval Aviation Maintenance Control Management course (Course C-555-0053).

4.1.2 Quality Assurance Representatives: The Contractor shall participate in periodic unit level Government Quality Assurance Audits and Monitors as outlined in the units Monthly Maintenance Plan (MMP). Additionally, the Contractor shall participate in periodic Aviation Maintenance Management Team (AMMT) inspections, Maintenance Program Assist (MPA) Team visits, and Naval Safety Center. Inspection criteria/checklists will be made available by the COR/Quality Assurance Representative (QAR). Discrepancies found during formal audits/inspections shall be corrected by the Contractor within ten working days. If correction is not possible within ten working days, a plan of action shall be presented to the COR for additional follow up as necessary.

4.1.3 Phase Maintenance: The contractor will support scheduled inspections at intervals specified by applicable Maintenance Requirement Cards (MRC). Will maintain a team with specific skills and experience to decrease lead-times and increase productivity. Phase crew supervisors will be responsible for control and coordination of the inspection to include scheduling, researching, sequence and perform all maintenance control functions. Phase crew supervisors will also require productive work between inspections.

4.1.4 Emergency Drills: Contractor personnel performing “O” Level Maintenance support services will participate in emergency response drills may be required to participate in no more than 15 drills per year. Drill may be initiated by the VMFAT-101 COR/QAR or designated Maintenance Control representative. Emergency response drills may include emergency reclamation and salvage drills, aircraft movement drills. The Contractor’s participation in the Emergency Reclamation Team (ERT) will be in accordance with the CNAFINST 4790.2 (series) and Naval Aviation Maintenance Program Standard Operating Procedures (NAMPSOP). Minimum requirement for the ERT is a current respirator physical, respirator fit test and NIOSH or NIOSHA/MSHA approved respirator.

4.1.5 Establishment of Qualifications: Establish qualification requirements for QARs, CDQARs, CDIs. Review the qualifications of personnel. Collectively work to ensure training, task and special process certification, and licensing requirements of contractor. Periodically, accompany CDIs during scheduled maintenance and unscheduled maintenance tasks to recheck their qualifications. Ensure all work guides, checkoff lists, check sheets and MRCs used to define and control maintenance are complete and current prior to issuing to crews or individuals.

4.2 Line service: The Contractor’s launch and recovery designated personnel shall use standard aircraft handling and taxi procedures in accordance with (IAW) Naval Aviation Training and Operating Procedures Standardization (NATOPS), specific aircraft manuals, and local regulations, to support host squadron(s) and/or transient aircraft. The Contractor shall maintain a minimum of 15 qualified plane captains. The Contractor shall support the Line work center, and ensure the NAMP Line Work Center and Plane Captain (PC) or Plane Handler (PH) processes are “On Track” by meeting all maintenance and safety inspection criteria. The support of the Line work center includes:

4.2.1 Launch Aircraft: The Contractor shall perform pre-flight (pre-positioning support equipment, aircraft start-up), launch, and aircraft directing in support of the sorties and timelines of the daily flight schedule.

4.2.2 Flight Line Troubleshooters. The Contractor shall perform flight line troubleshooting and repair of the Power Plants, Airframes, Egress/Environmental, Avionics, Electrical and Weapon systems during launch and recovery cycles in support of the sorties and timelines of the daily flight schedule.

4.2.3 Recovery of Aircraft: The Contractor shall perform aircraft recovery (pre-positioning support equipment and aircraft directing) and post-flight services in support of the sorties and timelines of the daily flight schedule.

4.2.4 Aircraft Inspections: The Contractor shall perform Daily/Turnaround, Conditional and Special Inspections IAW Maintenance Requirement Cards (MRC) and NAVAIR technical manuals. The Contractor shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk.

4.2.5 Support Services: The Contractor shall perform pre/post-op checks, fueling, and operation of support equipment, to include conditional/scheduled inspections and periodic maintenance (ladders, tie-downs, chocks, etc.). The Contractor shall perform aircraft movement, aircraft fuel and defuel, aircraft tie-down, detachment on-load and off-load, securing aircraft, servicing aircraft/engines, and directing high and low power maintenance turns. The Contractor shall be responsible for providing aircraft movement/direction, fuel nozzle operator and fire guard services during hot-pit operations. The services described above may be performed multiple times each day on the same aircraft as the flight schedule dictates.

4.3 Corrosion Control Services: The Contractor shall perform and support Corrosion Control and ensure aircraft services are performed IAW governing directives by ensuring all inspection standards are met. The Corrosion Control service includes:

4.3.1 Corrosion Control Prevention and Treatment: The Contractor shall perform all corrosion prevention and treatment IAW applicable directives to include repainting the surface on squadron aircraft. The Contractor shall maintain a minimum of two (2) qualified paint and final finish personnel per maintenance shift to perform painting operations. The Contractor shall provide aircraft Emergency Reclamation and Salvage services per governing directives. The Contractor shall support the ERT program manager maintain and upkeep the Emergency Reclamation Equipment in ready status at all times IAW governing directives. The Contractor shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk. Corrosion Control services may be performed multiple times each day on the same aircraft as the flight schedule and aircraft condition dictates.

4.3.2 Aircraft Inspections: Deleted in its entirety

4.4. Receive Tools Equipment and Hazardous Material/Waste: The Contractor shall Order/ /Receive tools, inventory and maintain tools, and receive properly handle hazardous materials/waste per activity’s Material Safety Data Sheet (MSDS) and local governing directives, as depicted in the Workload Attachment 03.

4.4.1 Tool/Government Furnished Equipment (GFE) maintenance: Repairs, periodic maintenance and calibration of all Support Equipment (SE), IMRL, calibration-required tools or GFE shall be performed at the appropriate level of maintenance. Base support equipment I-level facilities and calibration laboratories are available to provide I-level and Depot level support for GFE items. Repairs or periodic maintenance which is considered to be O-level in nature are required to be performed at the squadron level by either the contractor or uniform personnel as appropriate. All government provided products and facilities remain the property of the government and will be returned upon completion of the support services. Personnel supporting this requirement will return all items that were used during the performance of these requirements by the end of the performance period. All documented processes and procedures developed under this performance work statement becomes the property of the U.S. Government. Modification and distribution of end products for use at other installations will be at the discretion of the government. Government and Contractor will perform a joint inventory of GFE and or property at the time of commencement.

4.5 Scheduled and Unscheduled Maintenance Functions: The Contractor shall provide scheduled and unscheduled maintenance support for the F/A-18A-D aircraft in accordance with the following subparagraphs:

4.5.1 Scheduled and Unscheduled Maintenance: The Contractor shall perform assigned scheduled and unscheduled maintenance on F/A-18A-D aircraft as coordinated by the VMFAT-101 COR or designated Maintenance Control government representative IAW the designated maintenance manuals for assigned aircraft. Maintenance schedules will be issued by letter or by e-mail correspondence to the Contractor’s Site Manager or Shift Lead. The Contractor shall meet the established timeline goals for Phase and Special inspections. Upon completion of maintenance, when required the Contractor’s Quality Assurance shall inspect the aircraft to certify that all maintenance performed by the team is correct and complete. The QAR shall check the aircraft for tools and other foreign objects that could potentially put the aircraft or aircrew at risk.

4.5.2 Aircraft Confined Space Entry Program: The Contractor shall establish and maintain an Aircraft Confined Space Entry Program which meets or exceeds requirements of CNAF INST 4790.2 series and NA-01-1A-35 manual. The contractor shall furnish Aircraft Confined Space Entry Program equipment, training, and certifications IAW NA-01-1A-35 manual. The Contractor shall furnish Aircraft Confined Space Entry Program equipment, training, and certifications IAW OPNAVINST 5100.23 series. The equipment shall meet all Government regulations with regards to confined space entry safety as presented in OSHA 29 CFR 1910.146.

4.5.3 Labor Skill Classification: The Contractor shall provide personnel who meet equivalent Department of Labor Skill Classification standards for designated occupations and trade skills, in performance of the required functions necessary to perform aircraft maintenance. Aircraft maintenance is defined in paragraph 2.0 and shall include inspection, troubleshooting, removal and replacement, repair and/or modification of various components as coordinated by the VMFAT-101 COR or designated Maintenance Control government representative.

4.5.4 Inspection, Disassembly, and Repair: The Contractor shall perform inspection, disassembly, repair, servicing, TD compliance, modification, assembly, surface finish removal, corrosion control, preservation/depreservation services supporting the following aircraft and aeronautical equipment systems marked with an “X” below:

4.5.5 Logs and Records Clerks: The Contractor shall perform administrative duties related to aircraft maintenance such as preparing reports and correspondence, filing and typing; performing data base and system analysis; maintaining aircraft and engine logbooks, and associated records. The Contractor shall be responsible to the Squadron Program Manager for Technical Directive (TD) Compliance, Support Equipment Planned Maintenance System (SE PMS) and Aircraft/Engine Logbooks record keeping and reporting as required by CNAF INST 4790.2 (series) and the following:

1. Aircraft Readiness Status Reporting

2. Naval Aircraft Flight Record (OPNAVINST 3710/4)

3. Aircraft Inspection and Acceptance Record (OPNAVINST 4790/141)

4. All situational and periodic reports required by TYCOM. TYPEWING, or VMFAT-101 and outlined by applicable instructions

5. All current and future reporting required of VMFAT-101 maintenance through Navy systems (e.g. Optimized-Organizational Maintenance Activity (OOMA), Naval Aviation Logistics Data Analysis (NALDA), Naval Air Technical Data and Engineering Services Command (NATEC)

6. Ad-Hoc reporting as approved by the COR.

4.5.6 Aircraft Safe to Fly: The Contractor shall release aircraft safe for flight, assign project/priority codes and direct cannibalization actions to meet the unit’s maintenance plan and daily flight schedule. The government maintains the authority to release aircraft safe for flight when determined necessary. Final review and acceptance of aircraft prior to flight will reside with the pilot in command by signing an Aircraft Inspection and Acceptance Record “A” sheet.

4.5.7 Ammunition and Explosive (A&E): Deleted in its entirety.

4.5.9 Preventative Maintenance on Assigned T/M/S Aircraft: The Contractor shall perform preventative maintenance on assigned T/M/S aircraft and flight crew Aviation Life Support Systems (ALSS) and Egresss/Environmental Control Systems assigned to the activity IAW required T/M/S Maintenance Requirements Cards (MRC's) and approved directives. Special projects within the capabilities of the ALSS shop may be performed in accordance with the current NAMP. ALSS and Egress System maintenance can only be performed by personnel meeting the specific training and certification standards outlined in CNAFINST 4790.2(series).

4.5.10 Data Base Administrator (DBA): The Contractor shall perform Data Base Administrator (DBA) services IAW governing directives and ensure all inspections standards are met.

4.5.11 Monthly Maintenance Plan (MMP): The Contractor shall identify in writing (via MMP) personnel authorized to direct cannibalization and submit the list to the COR for review and approval.

4.5.12 Material Control Division: The Contractor shall perform administrative duties in support of the unit Material Control division. The Government will maintain overall responsibility and management of the Material Control Division to include execution of activity’s Operational Target (OPTAR) and Aviation Fleet Maintenance (AFM) funding requirements. Contractor’s support of the Material Control Division requirements includes:

1.Perform Metrology and Calibration (METCAL) and Individual Material Readiness List (IMRL) Program requirements
2.Perform Tool Control Coordinator requirements
3.Order and receive aircraft parts and material.
4.Expediting repairable and consumable material requisitions through the supply systemand informing Maintenance Control on status changes
5.Track and reconcile daily fuel expenditures.
6.Prepare Transmittal Listings as required by TYCOM.
7.Perform monthly and end of fiscal year financial close-out of fuel and flight gear expenditures.
8.Produce monthly OPTAR report message to TYCOM.

4.5.13 Out-of-Phase and Aircraft Maintenance: The Contractor shall perform out-of-Phase and aircraft maintenance low/hi power turns. The contractor shall perform an engine/system check after a major inspection at no additional cost.

4.6 Performance Summary (Metrics)

The COR will maintain a Contractor Monthly Performance Evaluation. Once measured, these metrics will be used to arrive at an overall rating that will be entered into CPARS.

5 .0 REPORTING REQUIREMENTS

5.1 Notification to Contracting Officer Representative: The Contractor shall notify the Contracting Officer Representative (COR) of any condition that may delay Contractor's performance.

5.2 Advising to the COR: The Contractor shall advise the COR of the following conditions:

a. When it is suspected or confirmed material failure is the cause of an aircraft accident.

b. A condition or material fault that is a hazard to personnel, equipment and missions.

c. When a prescribed installation or maintenance action cannot be accomplished or when operational characteristics or durability cannot be obtained because of faulty design or materials.

d. Conditions which are direct results of poor quality workmanship during manufacture modification, repair, or overhaul.

e. Deterioration of installed components or operational equipment due to effects of climatic or environmental conditions.

f. Inadequate, insufficient or otherwise deficient Technical publications which prevent or hinder accomplishment of the contracted maintenance which if not corrected, may cause a hazard or be a SafetyofFlight condition.

g. Conditions which prevent proper operation of the equipment by operating persons.

h. When equipment does not perform IAW the published operational or maintenance standards.

5.3 Monthly Expenditure Reports: The Contractor shall provide the COR a monthly Expenditure Report outlining obligated funding remaining in the Over and Above, CAP/CAS and Travel CLIN’s. Attachment 6-Expenditure Report has been provided and reporting requirements are outlined in paragraph 7.0.

6.0 SPECIAL REQUIREMENTS/INSTRUCTIONS

6.1 Safety: The Contractor shall comply with all safety regulatory guidance including those as detailed in appropriate Occupational Safety and Health Administration (OSHA) and Environmental Protection Agency (EPA) instructions to include but not limited to Fall Protection Equipment (FPE). The Contractor shall be responsible for the safety and accountability of all its employees and shall provide common personnel protective equipment (PPE) for team members.

6.1.1 Hazardous Materials (HAZMAT): The Contractor shall comply with the handling, storage, use, disposal, clean-up, and emergency spill containment procedures of Marine Corps Air Station Miramar and VMFAT-101 Hazardous Material Control and Management Program (HMC&MP).

6.2 Accident or Mishap Reporting and Investigation: The Contractor shall be responsible for aircraft mishap reporting and to support investigations resulting from mishaps as required by CNAFINST 4790.2 (series) and OPNAVINST 3750.6. Disclosure of maintenance information and maintenance activity related to mishap aircraft is clearly defined in OPNAVINST 3750.6 and falls under the concept of privilege. The Contractor shall ensure the procedures and processes defined in OPNAVINST 3750.6 for mishap investigations are disseminated to all Contractor personnel.

The Contractor shall immediately secure the accident area and wreckage until released by the accident investigative authority as designated by the VMFAT-101 Safety Officer. Such release will be accomplished through the COR and Contracting Officer.

6.3 Security: The Contractor shall comply with all applicable security requirements, abide by direction given by Military Police or other security personnel, and adhere to installation traffic laws. The Contractor shall coordinate with the COR and unit Security Manager to ensure personnel obtain the badges and/or Common Access Cards (CACs) required to allow Contractor personnel access to designated workspaces and DOD networks. The Contractor shall ensure all contractor employees assigned to perform services of this PWS meet and maintain the public trustworthiness requirements of SECDEF Directive Type Memorandum (DTM) 08-003 (or latest guidance) for CAC eligibility. Initial issuance of a CAC requires, at a minimum, the completion of an FBI fingerprint check with favorable results and submission of a National Agency Check plus Written Inquiries (NACI) to the Office of Personnel Management (OPM), or a DoD-determined equivalent investigation, prior to being allowed to work under this PWS.

6.3.1 Security Clearances: Performance of work will require access to classified information, workspaces and equipment as outlined in the DD 254 (DoD Contractor Security Classification Specification). A minimum of (12) DOL Skill Classifications 23021, 23022, 23023, and will require a SECRET security clearance. The Contractor shall provide sufficient personnel in DOL Skill Classification to meet operational commitments.

6.4 Contractor Employees: Contractor employees shall identify themselves as contractor personnel by introducing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contractor personnel shall appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

6.5 Contractor Uniforms: All contract personnel shall present a neat appearance. This will include the wearing of uniforms or other clothing that distinguishes them as an employee of the contractor.

6.6 Contractor Quality: The Contractor shall ensure quality service is maintained throughout the life of the contract, and shall prepare and implement (upon Government acceptance) a Quality Control Plan (QCP), IAW paragraph 7-Deliverables of this PWS. The Contractor shall present the QCP to the COR for acceptance not later than thirty (30) calendar days after contract award. The QCP shall reflect the Contractor’s overall approach, internal controls and establishment of procedures for evaluating each of the major service areas (who, method, how often), reporting to the Government, resolving deficiencies, identifying potential improvements, maintaining and producing documentation reflecting quality control inspections and any corrective actions that are taken and the document(s) will be made available to the Government.

6.7 Equipment and Facilities: The government will provide necessary space, all tooling, all support equipment, office space, required office equipment and supplies, and access to telephone/fax machine for official business calls.

6.7.1 Inventory: The Government maintains local inventory of all Government Furnished Equipment (GFE). GFE to include tools, support equipment, Individual Material Readiness List (IMRL) items, furniture and Information Technology Systems shall be sub-custody to the Contractor and an inventory conducted at the beginning and the end of the contract. Additionally, specific GFE items may require periodic/annual inventory as required by governing directives.

6.7.2 Real Property: The Government will furnish all real property, equipment, government specialized Personal Protective Equipment (PPE) (except respirators), and materials and supplies (consumables) required for accomplishment of this contract. Confined space gas monitor (PGM-50 or equivalent), respirators, cartridges, FIT training and all occupational health physicals required for PWS services shall be included in Contractor’s FFP proposal. The equipment shall meet all government regulations with regards to confined space entry safety as presented in OSHA 29 CFR 1910.146. Consumables referenced in NA-01-1A-35 will be provided by Government. NA-01-1A-35 can be located via website: http://www.tinker.af.mil/shared/media/document/AFD-070314-040.pdf Some equipment will also be available on a shared basis. This applies to Automated Data Processing Equipment (ADPE), peripherals (printers, copiers, facsimile machines, scanners, etc.), vehicles (general and special purpose), support equipment, FPE and tools. Additionally, work spaces may be shared with Government personnel.

6.7.3Loss, Damage, Destruction, and Theft of Government Property: Loss, damage, destruction or theft (LDD&T) of Government property shall be reported to the on-site COR not later than one (1) workday after discovery utilizing DD Form 200-Financial Liability Investigation of Property Loss.
6.7.4Securing of Government facilities: The Contractor shall secure their assigned workspaces at the close of normal service hours.

6.7.5 Timeline/Work Schedules: To meet requirements, the Government may choose to alter the times and days that services will be required on either a temporary or permanent basis. The Government will provide a minimum of seventy-two (72) hours’ notice of such scheduling changes. The length of such surge requirements will be driven by operational requirements.

6.7.6Regular schedule: The Contractor shall support the service hours as reflected; See attachment 07-Service Hours.
6.7.7Down Days/Weather Days: Government produces an Ops Calendar with all foreseeable events listed and this schedule will be available to the Contractor. All items of an unscheduled nature will be passed to site supervisor as expeditiously as possible by the COR.
6.7.8Rescheduling: The contract site manager will coordinate the rescheduling of down days/weather days with the COR.
6.7.9Surge/Emergency Operations: Contractor shall provide maintenance services in support of natural disasters and other unique situations (e.g., stranded aircraft rescue, national security support, etc.). The Government will make every effort to provide advance notice of emergent requirements.

Contractor shall provide maintenance services in support of emergency situations such as aircraft mishap/emergency reclamation and salvage, which require prompt response. During normal service hours the Contractor shall respond with services immediately. After or before normal service hours, the Contractor shall provide services within 24 hours of notification by the Government.

6.7.10 Weekends/Holidays: Normal schedule is outlined in Attachment 07. As required by operational commitment, the Government may require work on weekends/holidays. The Government will make every effort to provide twenty four (24) hour minimum advance notice of these requirements.

6.7.11 Off-site operations: Maintenance performed at any locations other than those defined in Section 2, will be considered Temporary Duty (TDY). The contractor will be required to adhere to the Joint Travel Regulation (JTR) for any travel that is taken.

6.8 Travel: The Contractor shall be required to travel. Temporary duty will be performed as required by the tasking, only after approval and authorization of the Contracting Officer, in coordination with the COR. All travel will be performed on reimbursable basis and will be funded separately. A trip report (Attachment 08) will be provided to the COR or QAR within fourteen (14) working days after completion of the trip. The Contractor shall be responsible for making arrangements for all airfare, car rental, lodging, and subsistence required. Travel will be reimbursed IAW Basic Contract Clause and the Joint Travel Regulation (JTR).

6.8.1Detachments: Squadron aircraft will occasionally deploy to other bases/ships for unit training missions. The Contractor shall provide aircraft maintenance support (less security access and roving patrols) when detached to these bases, while still supporting flight operations at the primary duty station. The squadron may detach to two or more sites simultaneously while continuing to operate at their primary base. Detachment schedules will be provided to the Contractor in advance when available; however, some detachments may be scheduled with short notice and require Contractor travel on weekends. Detachment duration and work shifts may change during the detachment due to unforeseen circumstances such as adverse weather.
6.8.2Detachment Support:

6.8.3 Manifest: The Contractor shall be required and is authorized to use and be manifested on Government aircraft along with squadron personnel to meet mission requirements. This will include Government aircraft on and off military vessels and Government aircraft to and from detachment locations. A Travel Letter of Identification from the squadron will be provided in order for Contractor to request Government contract rates for hotel/motel, rental car, air travel and AMTRAK in accordance with the Joint Federal Travel Regulation Appendix E, Part III. The Contractor is required to adhere to all rules pertaining to Temporary Duty travel under the Joint Travel Regulation including reimbursable expenses and per diem rates. If Government provided ground transportation is unavailable for Contractor personnel in/around the detachment site, the Contractor shall coordinate commercial transportation. Commercial transportation will be reimbursed by the Government on the travel CLIN. Required flight line vehicles will be provided by the Government

6.8.4 Detachment Support Operations: The Contractor shall provide detachment support operations. In the event assigned aircraft are non-mission capable at a location other than assigned station, the Contractor shall provide the necessary maintenance support.

6.8.5 Detachment Support and Operational Schedule: The Contractor shall concurrently support detachments as well as the operational schedule at the permanent site.

6.8.6 Services on Type/Model/Series: Detachment services shall be required in support of multiple Type/Model/Series (TMS) aircraft.

6.8.7 Other than Assigned Station: When Contractor personnel remain overnight at locations other than assigned station, per diem shall be paid at a rate not to exceed the rates specified in the Joint Travel Regulation (JTR). Personnel may utilize off base accommodations only when a request for Government quarters have been denied or are not available. Authorization for use of other than Government quarters must be covered by a certification of non-availability or justification by the COR.

6.8.7.1 Reimbursement of Travel: Reimbursement shall be based upon the JTR, and FAR Part 31.
