H.1 Security
H.1.1 Physical Security:
1.1.1. The physical security section is applicable only to personnel performing work on a Department of Defense (DoD) installation.
1.1.2. The contractors shall ensure their employees are those of their subcontracts have the proper credentials allowing them to work in the applicable country. Persons found to be undocumented or illegal aliens shall be remanded to the proper authorities.
1.1.3. The Performance Work Statement requires Contractor submit:
Proposed contractor is hereby directed to use following guidelines in filling positions:
Staffing of Positions
| a. | Priority shall be given to first filling positions with qualified individuals who already possess a NACI or higher clearance level. |
| b. | For individuals with no clearance, the following will be required: |
Work with A4PT Security to provide the following:
| 1. | Complete Blocks 1 through 7 of AF Form 2583 (Request for Personnel Security Action) and e-mail to A4PT security manager. |
| 2. | In the email, include the following: |
| 3. | A copy of the document used to verify citizenship (birth certificate with seal, passport, green card, etc.). Immediately upon reporting to work, the employee needs to contact A4PT SM for in-person verification of original citizenship documents. |

| 5. | Contract Company and Contractor Number |
| 6. | Copy of Contractor Verification Letter (Letter from company stating they are an employee of the company) |

| 8. | Employee’s home/personal email address and phone number |
| 9. | A4PT SM will initiate a Local Files Check, and submit an e-QIP request to 88 ABW/IPP. 88 ABW/IPP will send an e-mail message to the employee, with instructions to begin submitting their information into the e-QIP system. The employee will also receive instructions to sign certain documents, complete fingerprinting, and submit to 88 ABW/IPP. |
| 10. | The supervisor must monitor the employee’s progress with completing e-QIP, and ensure the employee meets the suspense to 88 ABW/IPP. A4PT SM may be contacted for questions, or if additional instructions are needed. |
| 11. | Once individual completes the e-QIP process, the Joint Personnel Adjudication System (JPAS) will be updated to show the initiated NACI. A4PT will then sign off on the SAAR to allow IT access, and notify the Trusted Agency to initiate the CAC issue process through CVS. |
Note: A4PT can start the background investigation process prior to the employee reporting to work, if all documentation listed above is provided. Other in-processing actions and location of in-processing will be IAW existing in-processing checklists.
1.1.4. Contractor personnel shall obtain a Common Access Card (CAC) issued by the Government to obtain entrance to any Government facility required in the performance of their duties. CAC Cards will be prominently displayed while in a government facility and must be used to gain access to the government network.
1.2. Property Protection:
1.2.1. Property protection for facility where the Contractors' primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The Contractor must safeguard all government-owned equipment and materials in his/her possession or use.
1.2.2. The Contractor shall meet Air Force standards for storing, processing, and handling unclassified and/or sensitive but Unclassified (SBU) information and systems. Additionally, all resources (e.g. publication/instructions) provided by the government to assist the Contractor in the performance of their contract shall be surrendered upon termination of employment or the end of the contract performance period.
1.2.3. Positions of trust require a favorable National Agency Check (NAC). Per Air Force Systems Security Instruction 5027, the Contractors/instructors accessing a government network must, at a minimum, have a completed and favorable NAC. IAW AFI 31-601, Industrial Security Program Management, when Contractors require unescorted entry to restricted areas, access to sensitive unclassified information, access to Government Automated Information Systems and/or sensitive equipment, not involving access to classified information, the Contractor’s personnel security questionnaire is processed by the sponsoring Air Force activity per DoD 5200.2-R and AFI 31-501, Personnel Security Program Management.
1.3. Security program and command/local directives:
1.3.1. The Contractor shall safeguard all Government-owned equipment and materials in his/her possession or use. The Contractor shall meet Air Force standards for storing, processing and handling classified information and systems.
1.4. Nondisclosure Agreement.
1.4.1. Completion of a nondisclosure statement (Sec J Attch 4) for each individual is required. The contractor shall enter into a non-disclosure agreement with other Government contractors as requested by the Government. Any and all information prepared during the performance of these contract services shall have restricted distribution within the selected contractor organization. The contractor shall release no data or information related to this PWS without the prior authorization of the government.
1.5. Privacy Act.
1.5.1. Work on this project may require personnel to have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
