Section M paragraph 3.1.3 states “The offeror is to send out Past Performance Survey to at least one customer who can certify ability in providing Logistics BPR Support. Is a Past Performance Questionnaire required per reference in Section L3.13.4 or only one survey in accordance with Section M 3.1.3?
Past performance - The following shall be provided at least three and no more than five references documenting the offeror's ability as a prime contractor to provision, manage, operate, and support the contract described in this solicitation. The Offeror’s five references will include those of the major subcontractors.

Section M.2.1 Subfactor 3 calls for offerors to complete a Key Personnel Worksheet. Please provide.
The key personnel worksheet reference was removed.

Factor 1, Subfactor , Section M, 2.1, – “The Government will evaluate proposed key personnel. All key personnel must be listed on the attached Key Personnel Worksheet. A separate sheet is required for each.” Question: Where is the Key Personnel Worksheet?
There is no Key Personnel worksheet. The new instructions state how key personnel are to be listed.

Factor 2, Subfactor 2 “The technical approach shall include a phase-in plan to address the overall transition to the new task order” Question: Is this the same as the Transition Plan mentioned in Section C3 of the PWS?

Section M, Paragraph M.2.2 The first sentence of Subfactor 3 appears to have some extraneous words.

Please explain what is meant by the phrase “the most highly rated proposals” in Paragraph M.1.3 of Section M, i.e., does this rating include both technical and price factors.
It includes both Technical and Cost

M M.2.1 Subfactor 3 - The Government will evaluate proposed key personnel. All key personnel must be listed on the attached Key Personnel Worksheet. A separate sheet is required for each. The identification of the proposed labor category (LCAT) and PWS CLIN for all proposed positions. Where is the Key Personnel Worksheet? Will the government provide this and other required costing spreadsheets, or is costing sheets to be contractor-format provided?
There is no Key Personnel worksheet. Costing spreadsheets/cost sheets are contractor preferred format

Section M Page 5 M2.2, Subcontractor Section 2 Would the government please provide a fair, competitive acquisition by reconciling this apparent conflict by requiring resumes only for Key Personnel?
Only Key Personnel resumes are required

Section M Page 4 M.2.1, SF1 Subfactor 3 states "All key personnel must be listed on the attached Key Personnel Worksheet. A separate sheet is required for each."

No Key Personnel Worksheet is provided with the RFP. Please delete this requirement or provide the referenced worksheet.

Section M page 2 M.1 (b) Please verify and validate this requirement for offerors.

Schedule B page 4 Section B.5; Section M page 9 Section M.4; Section L page 3 L.4.3.1, L.14 - Section M.4 says that the Government will rank proposals by "total evaluated price," (TEP) but no definition of how TEP will be calculated is provided in the solicitation. Will the government specify how TEP is calculated?
The total evaluated price will include: labor pricing, G&A, profit, ODCs

Section M page All Section All - Section M is silent as to how the "Performance Matrix" will be evaluated. Please clarify the requirements of the solicitation - how will the incorporation of the Performance Matrix be evaluated?
The Performance Matrix has been removed.
