Solicitation Questions, v1
May 3, 2016 Page 1
The following questions were asked in response to the Solicitation:
Item Question Response
1. The Government response found in Final Draft Solicitation
Questions v5, Item number 8, indicates that each labor category will have a ceiling rate. Will the Government please confirm that this is one ceiling rate per labor category? If so, will the ceiling rate be based on the highest rate priced for that labor category regardless of company; i.e., whether the highest fully burdened rate is from the prime contractor or from a subcontractor? If not, how will the ceiling rate be established?
Every cost element of Attachment J1 has a “ceiling rate”. You may add rows to Attachment J1 to show all cost elements. Simply stated, every line (row) on Attachment J1 that is a labor category, has a ceiling rate.
2. If an Offeror adds rows to Attachment J1 to accommodate both Prime and potentially multiple subcontractors working in the same labor category, is a ceiling rate established for each of the rows of the Attachment J1, or is there only one ceiling rate per labor category?
A ceiling rate is established for each of the rows of Attachment J1.
3. Can the Government specify how many CD/DVDs are required and where they should be sent? Do you want both Parts (A & B) on a single CD or on a separate CD?
See Item 2 FINAL DRAFT Solicitation Questions, v5.
4. The RFP requires Attachment J1 be provided for any subcontract with a value greater than $750,000.00 in any Performance Period. Should only those subcontractors who are required to fill out AJ1 be required to provide a Subcontractor Cost Narrative?
Yes. Only Subcontractors required to provide Attachment J1 is required to provide a Cost Narrative. Note the page limit for Subcontractor Cost Narratives on Page 48, i.e., five (5) pages.
5. For subcontractors with a value greater than $750,000, who will have a T&M subcontract with the prime, would the Government confirm that it is acceptable to just include the subcontractor's proposed rate in the Offeror's proposal rather than having the subcontractor complete Attachment J1?
Yes. Attachment J1 is required for cost-type subcontracts with a value greater than $750,000.00 in any performance period.

Item Question Response
6. Clause FAR 52.222-46, Evaluation of Compensation for
Professional Employees is included in this section, which requires the inclusion of the Total Compensation Plan in the proposal. Will the Government allow the Offeror to include the Total Compensation Plan into the Cost Narrative, but exclude it from page count?
See Item 7 FINAL DRAFT Solicitation Questions, v5.
7. Can the Government confirm the Offeror must email and deliver the proposal to Anthony W. Pelligrino (CO) using the email address and physical address stated in Section A(i), Name, Address, and Location of Issuing Activity?
It is so confirmed. See also Item 2 FINAL DRAFT Solicitation Questions, v5.
8. The contract labor categories for SETS contain roles that may fall under the Service Contract Act (SCA). Did the Government provide a Wage Determination or should the SCA clause be included the RFP?
The Service Contract Labor Standards (formerly known as Service Contract Act of 1985) does not apply to this acquisition.
9. This section (G7) reference FAR 52.244-2 Subcontracts however, Section I: Clauses Incorporated by Reference refers to the same clause 52.244-2, Alt 1, should both clauses include Alt 1?
Section G7 requires the Contractor to obtain the consent of the Government for any subcontract that is not identified in the Offer and included in the resulting contract. Paragraph (d) of FAR 52.244-2 is most likely to be completed at the time of award as “any subcontract not listed in paragraph (j)” depending on the particulars of the Offer and therefore the resulting contract. The point being that the Government must consent to any subcontract that is not included in the Offer and the resulting contract.
10. Section L.5 has been deleted. Will the Government provide a new date for the submission of questions?
Yes, Section L5 is deleted in the Solicitation. We held a Pre-solicitation Conference and had multiple rounds of questions and answers. Any remaining questions will be answered at the discretion of the Government.

11. Can we add more rows and columns to show cost details?
Can we add tabs to provide supporting cost information?
Attachment J1 is designed for Offerors to provide all cost elements. Add rows or columns to show the cost elements. The Cost Narrative discusses the processes used to develop the estimated cost and fee, i.e., the cost elements.
12. a. Would the Government please consider adding educational requirements for all levels of Engineer, Scientist, and Technician?
b. Would the Government please consider expanding the years of experience requirements for the Engineer, Scientist and Technician categories, for example:
Engineer 1: 0-2 years Engineer 2: minimum of 5 years Engineer 3: minimum of 8 years Engineer 4: minimum of 12 years Engineer 5: minimum of 18 years
There are no changes to Attachment J3.
13. Will the Government please confirm that the term “Subcontractor Narrative” is referring to Section L.6.1 in the solicitation that states “Subcontracts. The Offeror shall submit the following information: Identification of the proposed subcontractor; identification of the products or services; an explanation of why and how the proposed subcontractor was selected including the extent of competition obtained; the proposed subcontract price, the Offeror's cost or price analysis thereof, and; identification of the type of subcontract to be used. Attachment J1 shall be provided for any subcontract with a value greater than $750,000.00 in any Performance Period. “Sealed Packages” may be submitted by the Closing Date and Time (Section A(iv)) to respect proprietary data.”?
The term “Subcontractor Narrative” is not in the Solicitation. “Subcontractor Cost Narratives” are required by subcontractors that are proposed on a cost-type basis. See also Item 30 Draft Solicitation #2 Questions v4.

14. Will the Government please confirm that the 5 page limit for the Subcontractor Narrative as defined in the question above is 5 pages per Subcontractor?
Yes. If a subcontractor is proposed on a cost-type basis, it is afforded a five (5) page cost narrative. The page limit is per cost-type subcontractor.
15. Will the Government please confirm that the term “Sealed Packages” is referring to the subcontractor’s version of their Cost Proposal and is thus limited to 10 pages plus Attachment J1 (if applicable) because Subcontractor Sealed Packages are to follow the format found in Section L.6.1 which is the same as the Prime is to follow?
No, that is not correct. “Sealed Packages” does apply to subcontractor proprietary cost and price data. Included in the Sealed Package is Attachment J1, if the subcontract is cost-type, and the Subcontractor Cost Narrative. The Subcontractor Cost Narrative is limited to five (5) pages.
16. It is understood that the Prime will submit a CD/DVD for the cost and non-cost proposals. Is each Subcontractor required to submit a CD/DVD for their cost proposal? Is the deadline for the Subcontractors’ CD/DVD submittals the same as the Offeror’s deadline?
Yes. If subcontracts are part of an Offer, they necessarily must be included in the Offer and submitted in accordance with the requirements for submitting the Offer.
