1 Question: The requirement is "Circuit delay must not exceed 600 milliseconds. Please clarify that the delay specification is for a simplex or duplex circuit.
Response: The Solicitation, Attachment 1, Section 3.1.5 has been amended to include the following: “Circuit delay in this case refers to the end-to-end, or ‘round-trip’ scenario. In other words, round-trip circuit delay must not exceed 600 milliseconds.” See Amendment 03 of the Solicitation.
2 Question: Clarify: Section 3.2 Site Specific Requirements. 3.2.1 lists Data Stream
Destination point C4: as a receive site STS Kaena Point for circuit 9337. Is this a new requirement?
Response: No, this is a mistake. There is no 230.4 Kb downlink requirement for service at Kaena Point, HI and no service currently exists at this location. Note the following changes reflected in referenced sections of Amendment 03 of the solicitation:
a. Solicitation, Attachment 1, Section 3.2.1(C)(4): The document reference to
Kaena Point, HI in 3.2.1, (C)(4) for circuit 9337 has been stricken.
b. Solicitation, Attachment 1, Attachment A, Page 1, “WSCS II – Current
DOMSAT Circuits (Figure 1):” Portion of diagram depicting services to
Kaena Point has been removed (note the red circle).
c. Solicitation, Attachment 2: All references to STS Kaena Point services have been stricken. This includes all items numbered X004 and X010, which are highlighted yellow in Amendment 03 of the solicitation.
3 Question: Clarify: Clarification: Section 3.2 Site Specific Requirements. 3.2.2 lists
Data Stream Destination point C4: as a receive site STS Kaena Point for circuit
9380. Is this a new requirement?
Response: No, this is a mistake. There is no 230.4 Kb downlink requirement for service at Kaena Point, HI and no service currently exists at this location. The document reference to Kaena Point, HI in 3.2.2, (C)(4) for circuit 9380 has been stricken. Also, as noted in the response to question (2), the associated diagram and circuit list have been amended accordingly in Amendment 03 of the solicitation. See
Amendment 03 of the Solicitation.

Response: Not applicable to this Solicitation.
5 Question: Sections 4.0 thru 4.8.3 list NOAA facilities with Government owned antennas. How many of these antennas are being considered for the AIR program?
Could site surveys be conducted at the NOAA facilities participating in the AIR program? Also request the location and type of antennas.
Response: We have included two URLs with additional information on our antennas:

The first URL is a bit dated but depicts the assets covered by the RFP. There are six new antennas under development and the use of this contract for the AIR for such is
TBD.
NOAA/NESDIS has 12 Low Earth Orbit (LEO) Trackers, 14 Geostationary (GEO)
Trackers, and 12 Fixed Position (FP) antennas ranging in size from 1.2M to 26M in diameter. The primary locations are NSOF, Wallops, and Fairbanks. The following is the primary antenna list by site NSOF with 4 GEO Trackers
Wallops, VA has 4 LEO’s, 8 GEO’s, and 7 FP’s
Fairbanks, AK has 8 LEO’s and 1 GEO
NASA Goddard Greenbelt, MD 1 GEO which will be eliminated after the COOP site in Fairmont, WV is made operational in approximately 2020. For the new
COOP site no work is anticipated until after 2020.
The secondary site will be Fairmont, WV after 2020 with 3 GEO’s.
