The NOAA MTSAT Antenna Maintenance Requirements

Kaena Point Air Force Base, Hi

NOAA/NESDIS has installed an antenna ground station at the Kaena Point Air Force Base, Oahu, Hawaii, to receive L-Band data from the MTSAT, a Japanese geostationary satellite located at 140 degrees east. The MTSAT data is received and then provided to the Kaena Point DOMSAT facility for transmission to the Continental United States, through a 3.5 MBPS service (current circuit

#50372A) To ensure reliable operation of the NOAA MTSAT ground station data downlink, antenna maintenance has been provided by a contractor, through an annual support contract. Responses to the

RFQ shall propose annual support for this antenna, as an option.

The NOAA MTSAT ground station component specifications to be considered in the proposal are:

- 3.8 meter Patriot antenna receive system, model PRT-380AZKP. Antenna is fitted with

Quorum L-Band .38 Scalar Feed: part no. 990005903. Mounted to the feed is a Quorum

LNB ESD 1691.0-137.5: part no. 990005501. Connecting the downconverter signal to the receivers and providing power to the LNB are two 150 foot runs (one spare) of Belden 9913F

RG6 coaxial cable. The primary cable also provides DC power to the LNB that originates in the MTSAT receiver. Mounted between the LNB and the RG6 cable is a lightning protection device, Polyphaser Model RGT Gas Tube. Lastly, there is a Quorum MTSAT receiver, part

no. 990009425.

The following antenna maintenance services are to be included in the proposal:

- A 24x7 Help Desk including phone support in the event of a MTSAT data interruption or degradation observed at the user end

- On-site dispatch to make necessary repairs and restoration of service at a best effort basis

- Regular antenna re-points to achieve optimum reception of signal from the MTSAT spacecraft

- Capability of performing remote diagnostics to routinely check antenna equipment specifications

- Replacement of faulty antenna components as soon as possible using accessible spare parts inventory locally at the site

- Required performance specifications are:

o The bit error rate is no more than 1X10^7 over 24-hours o Quality data to be available at a minimum of 99.5% (based on nominal MTSAT dissemination schedule) of the time
