Government Response to Potential Offeror Questions Received Prior to May 27, 2014 and
Discussed and Answered at the Pre-Proposal Conference of June 2, 2014
1 - First tab to Attachment 2 to Solicitation, which is the Price Spreadsheet, Item Number 0058 shows a Quantity of “10” and a unit “Yr”. Request clarification that the unit measure. Should this be month “MO” or year “Yr”?
Answer: See Amendment 04 changing “YR” (Year) to “MO” (Month).
2 - Page 4 of the solicitation states “The Price section of the offer shall be submitted on the Price
Spreadsheet. The Price Spreadsheet may be modified to add relevant price information (such as discount terms).” Can a vendor add additional line items numbers under the optional item number(s) (0058a, 0058b, 0058c, etc.) to break out the various tasks and activities required in
Optional Requirements?
Answer: See Amendment 04. The Price section is amended to require a price per each of the optional items. The Price section includes a Not Exceed Price for each performance period.
Therefore, Price Evaluation will be conducted on the Unit Price (i.e., the price per day) rather than the Amount. Note that no price is required for Task Performance Standards which are performance standards or ancillary services that will be detailed in Engineering Change
Orders.
3 - There is no clear requirement for a price volume other than filling in the price sheets.
Request clarification if a textual data pricing volume is allowed to describe how and what was priced within the Price Spreadsheet. Will this textual data be evaluated?
Answer: See Amendment 04. Textual Pricing Data may be provided to explain or clarify the price(s) offered. Textual Pricing Data will not be evaluated other than as set forth in the solicitation, i.e., price will be evaluated (analyzed) in accordance with FAR 12.602 and FAR
15.404-1(b) and (g). Textual Pricing Data shall not exceed five (5) sequentially numbered pages.
4 - Given the broad scope of the Optional Requirements, will the Government supply
Engineering Change Proposals to accommodate the unquantified activities found in Sections 4.3, 4.4, 4.5, and 4.6?
Answer: Yes. An Engineering Change Proposal will be provided for all Section 4 requirements. There is expected to be not more than one (1) Engineering Change Proposal for any and all Section 4 requirements per performance period, i.e., one Engineering Change
Proposal for the Base Period, and one (1) per each optional performance period if the
Government exercises the Option to Extend the Term of the Contract (FAR 52.217-9).
5 - For unquantified, open-ended activities (such as outlined in Sections 4.3 - 4.6) for which are difficult to provide firm fixed pricing, will the government accept the submission of hourly or daily rates?
Answer: Yes. See Amendment 04. The pricing for Section 4 is modified to require an offer to provide a daily rate price for all Section 4 requirements. The daily rate price shall be the fully burdened labor price (cost and fee) for one (1) day of labor. The price for Section 4 does
(shall) not include the cost or price of any materials, travel, or other direct costs which will be proposed in response to an Engineering Change Order; however, the offeror shall detail in the
Textual Pricing Data any indirect costs and fee (profit) on travel, materials, and indirect costs.
