Worldwide Satellite Communication Services II (WSCS II)
Statement of Need
1. Introduction
The Office of Satellite and Product Operations (OSPO) is an organizational component of
NOAA’s National Environmental Satellite, Data and Information Service (NESDIS). The OSPO has operational responsibility for the Satellite Operations Control Center (SOCC) at Suitland, MD and Command and Data Acquisition Station (CDAS) at Wallops, VA, and Fairbanks, AK to command and control the satellites, to track the satellites, and to acquire their data.
This contract provides communications services supporting the U.S. Polar Weather Satellite programs including the Department of Defense’s Defense Meteorological Satellite Program
(DMSP); the Department of Commerce’s Polar-orbiting Operational Environmental Satellite
(POES) systems, Geostationary Operational Environmental Satellite (GOES) systems and GOES
Data Collection System (DCS); and, European Organisation for the Exploitation of
Meteorological Satellites (EUMETSAT) Meteosat Second Generation (MSG) satellites Japan
Meteorological Agency (JMA) Multi-functional Transport Satellite (MTSAT) satellites. This contract is administered by the General Services Administration (GSA), Federal Acquisition
Service, Region 1, with the Contracting Officer Representative (COR) support coming from the
Office of Satellite and Product Operations (OSPO), under the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite
Data, and Information Service (NESDIS).
2. Scope
The communications services encompass all necessary ground segment terminals and the equipment and space segment assets to provide the links listed in Section 3, below, as well as in
Attachment A. The existing data links supporting DMSP, POES, GOES, METEOSAT, and
MTSAT for command and control and data routing to the data processing nodes and user communities are set forth in the Attachments. The required services are “turn-key” command and control and Data Routing and Retrieval (DR&R) communications systems, services, and maintenance. Turn-key services comprise all segments of the infrastructure required to relay the data from the Data Stream Sources to the Data Stream Destination Sites, including; proposed fiber relay systems, proposed satellite uplinks (e.g., ground station facilities and associated electronics), the domestic satellite transponders, and the satellite links to users either directly or through a teleport facility, including all equipment necessary at the users’ site.
A multicast link with simultaneous broadcast capability to multiple users (see Figures 1, 2, 3, 4 and 5 in Attachment A) is highly desirable. This desired capability applies to all links. All services being offered shall include, within its “turn-key” definition, all necessary user site equipment, including maintenance and support. Services for all links shown in Figures 1, 2, 3, 4 and 5 in Attachment A shall be fully operational and begin service not later than August 1, 2014.
Circuits are required to support the operational DMSP, POES, GOES, METEOSAT, and
MTSAT satellite constellation, as well as services that include, but not limited to METEOSAT and the GOES Data Collection System (DCS). Command & Control links and data links shall be relayed/transmitted in real-time, from the remote ground stations to the customers’ processing and exploitation locations, (e.g., NESDIS, Air Force Space Command (AFSC), Air Force
Weather Agency (AFWA), and Fleet Numerical Meteorological and Oceanographic Center
(FNMOC), etc.). Data paths, service point locations and data rates are identified in Attachment
A, as well as in Section 3, below. There is a requirement that the GOES DCS DOMSAT Ku-
Band service, currently transmitted from the Wallops CDAS, maintains compatibility with the
DCS DOMSAT receive systems in the field. The RF and data protocol specifications needed to ensure the backwards compatibility with the DOMSAT user receive terminals, which are not a part of this procurement, are identified in Attachment B. There is also a requirement to assume the maintenance responsibilities for a GFE receive antenna, located in Kaena Point, HI;
maintenance specifications are identified in Attachment C.
3. Requirements
3.1 General Requirements
3.1.1 All data circuits and links shall be maintained 24 hours per day on a continuous basis.
3.1.2 Each circuit shall have an overall operational availability of greater than or equivalent to
99.5 percent, with the exception of GOES DCS System, which has an overall operational availability of 99.9 calculated over each month.
3.1.3 Availability is defined as A=MTBCF/ (MTBCF + MTTR), where MTBCF is the Mean
Time Between Critical Failures and MTTR is the Mean Time To Restore. A critical failure is defined as the loss of a circuit or data path.
3.1.3.1 The MTBCF must be no less than 2,000 hours.
3.1.3.2 The MTBCF must be determined using actual component or device failure rates.
3.1.3.3 The MTBCF specification can be attained using redundant equipment.
3.1.3.4 The MTTR, due to any outage within either a ground or space segment, must not exceed two hours.
3.1.3.5 The MTTR must include switch over and restoration of service to each circuit.
3.1.3.6 The MTTR must include any or all: administrative delays, logistics delays to include travel time, localization, isolation, disassembly, interchange, re-assembly, alignment, and checkout.
3.1.3.7 Measurement of the MTTR starts at first report of malfunction and ends at service restoration.
3.1.3.8 Availability requirements shall apply to both corrective and preventative maintenance.
3.1.4 Communications reliability is defined as the ability to maintain communications at the specified performance levels between the demarcation points for a specified time. The reliability required is 0.999 for a 30-minute operational period.
3.1.5 With regard to circuit performance, the data channel Bit Error Rates (BERs) must be less than 1 times 10 to the minus 8 (10-8) over any 24 hour period. Circuit delay must not exceed 600 milliseconds. Circuit delay in this case refers to the end-to-end, or
‘round-trip’ scenario. In other words, round-trip circuit delay must not exceed 600 milliseconds.
3.1.6 In its proposal, the contractor shall provide a link budget analysis for the GOES DCS service, calculating the downlink performance within the required coverage area. The analysis shall account for the impact due to atmospherics and weather conditions over the intended areas of broadcast and reception.

Refurbishment (AIR) and periodic upgrade of antenna systems and its respective
Radio Frequency (RF) equipment.
The contractor shall provide the necessary engineering expertise, labor, materials, documentation services; and calibration required for the installation of new or replacement equipment, modification, major repair, and/or overhaul of existing equipment, alteration and construction work, and other such support as may be necessary to accomplish the tasks specified in each task assignment.
The areas of support required under the contract shall include, but are not limited to, the following:
4.1. AIR of Satellite Earth Terminal Equipment.
Certain items of earth terminal equipment, such as the 26 meter (85 foot) diameter satellite tracking antennas are, for practical purposes, not replaceable.
Consequently, to maintain an efficient operation, extensive refurbishment is required. This AIR effort includes, but is not limited to, the following types of maintenance.
a. Corrosion control - involves sandblasting, priming and painting the entire structure.
b. Hardware replacement - involves the replacement of all corroded nuts, bolts, clips and fasteners.
c. Mechanical - involves replacement of worn gears and bearings.
