WSCS II Technical Overview for NOAA NESDIS Mission Operations

• NOAA Polar Orbiting satellites maintain a sun-synchronous orbit around the North and South poles approximately 540 miles above the earth.

One satellite provides global coverage every 12 hours.

• The NOAA NESDIS Office of Satellite and Product Operations supports the Polar Orbiting Environmental Satellite (POES), the Defense Meteorological Satellite Program (DMSP), Jason-2, and the National Polar-orbiting Partnership with 24x7x365 operations providing satellite data acquisition and distribution.

• POES provides critical environmental data, which includes atmospheric temperature and moisture profiles, sea surface temperatures near the ocean’s surface, and visible and infrared satellite imagery. This data provides a variety of benefits to the nation, including weather forecasting, climate and ocean research, volcano monitoring, forest fire detection, analyzing global vegetation, and search and rescue. DMSP also provides snow and ice coverage observations that impact climate change, sea-level rise, and ocean currents.

• Jason-2 relates to the Ocean Surface Topography Mission as Jason-2 data is used for climate change research and a new set of data products produced by NOAA to predict locations where hurricanes are most likely to form or conditions are likely to change. Jason-2 maintains a non-sun-synchronous orbit and provides 95% of the Earth’s ice-free oceans every 10 days.

• NPP provides microwave and infrared sounding for atmospheric temperature and moisture profiles, ozone mapping, and infrared and visible imagery. While NPP provides similar data for weather forecasting and climate research as POES, the enhanced capabilities of NPP allow it to gather and provide more information in higher resolution than it’s predecessor POES satellites. This higher resolution factor includes the ability to see the Earth in true color. The new NOAA NASA Joint Polar Satellite System (JPSS) will follow NPP in the near future.

• In support of current and future Polar Orbiting missions, NOAA has a requirement maintain our current ground system communication satellite data acquisition sites around the globe.

• NOAA schedules data acquisitions for all of our Polar Orbiting satellites around the globe 24x7x365 to assure global coverage during each full polar orbit.

Optional Requirements

• Beginning January 1, 2015

• The contractor shall provide the necessary engineering expertise, labor, materials, documentation services; and calibration required for the installation of new or replacement equipment, modification, major repair, and/or overhaul of existing equipment, alteration and construction work, and other such support as may be necessary to accomplish the tasks specified in each task assignment.

• Sample Task Assignments

– Planning

• Antenna Systems Assessment to extend it’s useful life

• Contractor may or may not be required to implement recommendations

• Sample Task Assignments

– Corrosion control - involves sandblasting, priming and painting the entire structure.

– Hardware replacement - involves the replacement of all corroded nuts, bolts, clips and fasteners.

– Mechanical - involves replacement of worn gears and bearings.

– Antenna Drive Servo Control Systems - Motor/brake/servo refurbishment, retrofit, replacement, etc.

– Dehydrator/Pressurization system - involves replacement of weathered and/or worn hoses/ boots.

A one page link budget would be the norm & appropriate for this procurement. The proposls should all state that they will provide for the support characteristics of the existing DCS DOMSAT service; their link budget will show that they've actually identified and accounted for the link parameters.

I've attached a copy of a link budget for the GOES satellite, EMWIN service, as an example. The analysis shows how much power needs to be transmitted to the satellite, in order for the receive systems to get a good signal.
