Government Response to Potential Offeror Questions Received after the Pre-Proposal

Conference of June 2, 2014 and

Prior to Close of Questions Period of 2:00 p.m., June 4, 2014

1. The Government states the following in Amendment 2, file

ID01140002_Tab_8_Synopsis&Solicitation_AMD04_Solicitation.

The offeror shall describe its plan (“Provisioning Plan”) to perform all contract requirements by a date not later than January 15, 2015, assuming a contract start date (award date) of August 16, 2015.

The dates appear to require the Contractor to complete performance of contract requirements prior to the award of the contract. Amendment 1 showed an Award date of August 16, 2014. Will the Government please clarify its intention.

Answer: The dates do not require the Contractor to complete performance of contract requirements by January 15, 2015. The Solicitation requires the Contractor to perform (not complete) all contract requirements not later than January 15, 2015, assuming a contract start date (award date) of August 15, 2014. AMD05 of the Solicitation corrects the assumed contract start date (award date) in Section II Clause 52.212-(b)(4) from August 15, 2015 to

August 15, 2014. There is no change to the assumed start date of August 15, 2014 as set forth in Section I(16)(vii).

Similarly, recommend fold-outs that contain narrative be considered as two (2) pages or do not permit them.

Answer: The Solicitation requires the Offer to be in customary, easy-to-read commercial format and submitted electronically. “Fold-Out” pages are not defined in the Solicitation and if included by an Offeror, shall be in customary, easy-to-read commercial format and submitted electronically.

3. Is 8-pt font suitable for graphics only?

Answer: The Solicitation requires the Offer to be in customary, easy-to-read commercial format and submitted electronically.
